OAKLAND HOUSING AUTHORITYSENIOR ORGANIZATIONAL DEVELOPMENT SPECIALIST
(Project up to 36 months)
SALARY:
$5,016.37 - $5,537.13 / Biweekly$130,425.62 - $143,965.38 / Annually

MONDAY, MAY 18TH, 2025 at 8:59PM PST DEFINITIONUnder general direction, the Senior Organizational Development Specialist collaborates with all levels of OHA staff in the evaluation, design and implementation of procedures, processes and systems to facilitate progressively improving operational efficiency. Using data collected from operations reports, surveys, and other avenues, this position will assist with the identification of systems/procedural based issues vs. personnel issue, as well as lead cross-functional strategies to prevent repeat problems, and complete large scale complex projects.
ESSENTIAL FUNCTIONS
Assists in the development and leveraging of organizational performance metrics to assess the effectiveness and productivity of the Authority departments; andCommunicates narratives around data and analyses to senior leadership and potential stakeholders to gain to foster a Systems Thinking culture and gain buy-in for proposed changes; andMonitors and evaluate the effectiveness of implemented systems solutions; andPerforms Root Cause Analyses (RCAs) of cross departmental issues/complaints as assigned; andResponsible for assisting leadership in development and maintenance of both agency-wide and department level Standard Operating Procedures (SOPs); andCollaborates with all levels of departments to define objectives and deliverables on complex interdepartmental projects; andFacilitates the establishment of internal frameworks of standards and processes to support departments in achieving business excellence; andPlans, develops and implements various strategies to identify and measure organizational achievements; andDrives continuous improvement by analyzing organizational processes, and collaborates with related business functions to identify and implement optimization opportunities; andDevelops surveys; reviews and analyzes survey results; and assists management in creating action plans based on findings; andEvaluates overall systemic challenges and design effective intervention strategies; andPrepares detailed reports on performance, outcomes, and key metrics of assigned projects; andPresents findings and recommends improvements and efficiencies aligned with the Authoritys purpose, mission and values; andSimultaneously leads a plethora of high level special projects; andDevelops and maintains a method to stay current with the latest organizational development trends and best practices; andSupervises assigned staff, as well as temporary staff and contract consultants.
MARGINAL
FUNCTIONSPerforms other related duties as assigned.
MINIMUM QUALIFICATIONS
Education:
Possession of a bachelors degree from an accredited college or university with a major in business or public administration, human resources management, social or behavioral science, industrial psychology, or a closely related field; and
Experience:
Five (5) years of professional experience planning, designing, and delivering organizational development programs; including two (2) years of lead experience, or one (1) year of supervisory experience.
KNOWLEDGE AND ABILITIESKNOWLEDGE OF
Systems Thinking tools and methodologies; Research methodology, process improvement, and optimization strategies and best practices; Data analysis and performance metrics procedures; Project management tools; Compliance standards and best practices in organizational excellence; Systems design and implementation practices; Supervision best practices: Change management; OHA regulatory demands; basic financial and workforce planning concepts; mediation and escalation practices; Trauma-informed care values; Data analytics and statistic interpretation; Policy and procedure development; Performance evaluation best practices
ABILITY TO
Develop, interpret and revise policies and procedures; Lead cross functional projects involving employees of all levels of OHA; Perform in depth Analytics on both a small and large scale; Collaborate with teams and stakeholders; Establish SMART goals and timelines to meet measurable outcomes; Demonstrate proficiency in a wide range of computer software; Prepare and present reports both in writing and orally; Establish and maintain excellent working relationships; Communicate in oral and written format to produce clear, logical and well-reasoned reports and convey recommendations; Maintain up-to-date knowledge in the organizational development field via networking and self-initiated research.
