SCOPE OF WORK AGREEMENT DESCRIPTION
Independent Grant Consulting Services Client:
Town of Bethany 1. Purpose The Client desires to engage Contractor to provide professional grant research, grant development, grant administration support, and funding advisory services. Contractor shall perform the Services described in this Scope of Work as an independent contractor and not as an employee of the Client. 2. Services Contractor will provide grant consulting and support services, which may include: A. Grant Opportunity Identification and Research Research and identify federal, state, local, private foundation, and other funding opportunities relevant to Client priorities and projects. Evaluate eligibility requirements, funding criteria, application deadlines, and potential funding viability. Provide written summaries and recommendations regarding identified funding opportunities. B. Grant Strategy and Planning Consult with designated Client representatives regarding organizational funding priorities. Assist in defining project objectives, funding strategies, and grant application approaches. Recommend funding opportunities aligned with identified municipal initiatives and capital projects. C. Grant Proposal Development Prepare, draft, edit, and submit grant applications, proposals, narratives, attachments, and supporting documentation. Coordinate collection of information necessary for proposal development from Client personnel and external stakeholders. Review and revise applications based on agency requirements and feedback. D. Grant Administration Support Upon request by Client, Contractor may: Assist with grant award acceptance documentation. Support preparation of amendments, renewals, continuations, extensions, and special funding requests. Assist departments with compliance documentation and reporting requirements. Support grant closeout activities. E. Tracking and Reporting Maintain a grant opportunity and application tracking log. Monitor grant application status, reporting deadlines, and compliance milestones. Prepare written status updates summarizing active opportunities, submitted applications, awarded grants, and pending deadlines. F. Stakeholder Coordination Facilitate communication with funding agencies, community organizations, legislative offices, and other grant-related stakeholders. Participate in meetings regarding grant opportunities and funding initiatives as requested by Client. 3. Deliverables Contractor shall provide some or all of the following deliverables, as requested during the engagement: Grant Opportunity Reports Funding Research Memoranda Grant Application Packages Supporting Narratives and Program Descriptions Budget Narratives and Funding Justifications Grant Compliance Checklists Grant Status Reports Grant Tracking Database or Spreadsheet Updates Award Acceptance Documentation Progress and Performance Reports Grant Renewal or Continuation Applications 4.
Contractor Independence Contractor shall:
Determine the manner, method, and means by which Services are performed. Supply Contractor's own office space, computer, software, internet access, telephone, and other equipment necessary to perform Services. Establish Contractor's own work schedule. Not be subject to Client personnel policies, employee handbook provisions, timekeeping requirements, performance evaluation processes, or mandatory training programs except where legally required for access to Client systems, facilities, or confidential information. Remain free to provide services to other clients, provided no conflict of interest exists. Client shall specify desired outcomes and deadlines but shall not direct the day-to-day manner in which Services are performed. 5. Compensation Hourly Professional Services Client shall pay Contractor $55.00 per hour for approved Services performed under this Scope of Work. Contractor shall submit monthly invoices detailing Services performed. Maximum authorized services shall not exceed 10 hours per week without prior written approval by Client. 6.
Client Responsibilities Client shall:
Designate a primary contact for coordination purposes. Provide timely access to information, records, program data, budgets, and supporting documentation necessary for grant preparation. Review drafts and provide approvals within required submission timeframes. Maintain responsibility for final review and approval of all submissions 7. No Guarantee of Funding Contractor shall use professional efforts in researching and preparing grant applications but does not guarantee: Award of grant funds; Approval of any application; Receipt of any particular funding amount; or Renewal or continuation of grant awards. Funding decisions are made solely by the respective funding agencies. 8. Confidential Information Contractor shall maintain the confidentiality of information obtained while performing Services and shall not disclose confidential information except as authorized by Client or as required by law. 9. Ownership of Work Product All grant applications, reports, supporting documentation, analyses, and work product created specifically for Client under this Scope of Work shall become the property of Client upon payment in full. Contractor retains ownership of pre-existing templates, methodologies, systems, and proprietary tools used in performing Services. 10. Term and Termination Either party may terminate this Scope of Work upon 15 days written notice. Contractor shall be compensated for Services performed through the termination date. 11. Independent Contractor Acknowledgment The parties expressly acknowledge that: Contractor is an independent business engaged in providing grant consulting services. Contractor is not an employee of Client. Contractor is not eligible for employee benefits. Contractor is responsible for all taxes, insurance, licenses, and permits associated with Contractor's business operations. Nothing in this Scope of Work shall be construed as creating an employment relationship.
