This position is contingent on contract award (expected early October 2026). A state education agency is conducting a comprehensive quality review of professional learning proposals submitted by organizations that provide training to the early childhood workforce. A revised rubric has been developed to evaluate whether proposals reflect current expectations around adult learning principles, practice-based approaches, participant engagement, meaningful learning outcomes, and continuous improvement. You will conduct independent, rubric-based evaluations of these professional learning proposals, providing scored assessments and written, evidence-based feedback. The Work This is structured, defined-scope review work. You will receive a rubric and training on its application. For each assigned proposal, you will read the submission, score it against the rubric, and write clear feedback identifying strengths and areas for improvement. Some reviews are comprehensive evaluations requiring detailed written feedback, while others are shorter quality-threshold checks with targeted feedback. Review volume will be shared across the team, with the heaviest workload in the first month and tapering over the remainder of the contract. This is review and evaluation work, not training delivery. You are assessing other organizations' proposals, not creating or delivering professional learning yourself. What Makes This a Good Fit for You If you're currently teaching, coaching, or leading in early childhood education, this is a strong complement to your day job: Fully remote, flexible scheduling within weekly deadlines $55-60/hr is above what most EC professionals earn hourly at the district level The core skill is one you already have: reading educational plans against a quality standard and writing evidence-based feedback No lesson planning, no classroom management, no commute Defined 3-month engagement with clear deliverables Required Qualifications Bachelor's degree or higher in Early Childhood Education, Child Development, or a closely related field Active or recently held state teaching certification in early childhood education (any U.S. state), or equivalent credential (e.g., CDA with additional coursework, NAEYC-accredited program completion) Demonstrated knowledge of early childhood pedagogy, workforce development, developmentally appropriate practice, and state or national early learning standards Background in designing, delivering, or evaluating professional learning for educators, especially using adult learning and practice-based principles Experience reviewing educational programs, proposals, curricula, or training plans against established standards or rubrics Ability to assess whether professional learning experiences reflect evidence-based practices, participant engagement, application to practice, and meaningful learning outcomes Ability to evaluate whether proposals include coaching, follow-up supports, reflection opportunities, and evidence of potential participant impact Experience conducting qualitative reviews, synthesizing findings, and identifying strengths, gaps, and opportunities for improvement Ability to produce clear, actionable feedback, summary reports, and recommendations Ability to provide unbiased assessments grounded in professional standards and evidence-based practices Experience managing and reviewing multiple submissions within defined timelines U.S.-based or legally authorized to contract with a U.S. entity Strongly Preferred Master's degree or higher in Early Childhood Education, Curriculum and Instruction, or Educational Leadership Maryland state teaching certification in early childhood education (Maryland-based candidates are preferred but not required) Experience with state-level professional learning approval processes, workforce development systems, or early childhood quality improvement initiatives Experience as a professional developer, instructional coach, EC lead teacher, or program coordinator Familiarity with frameworks such as Learning Forward Standards, NAEYC Professional Learning Standards, Head Start ELOF, or comparable quality indicators Schedule and Workload Review volume will vary throughout the contract period.
