Job Description

Job Summary The T3 Quality, Learning & Support Specialist coordinates Child Care Resource & Referral (CCR&R) Territory 3 activities across the 4-county Territory 3- East service area (Carteret, Greene, Jones, Lenoir) or the 3-county Territory 3-West service area (Edgecombe, Nash, Wilson) and provides professional development, consumer education and technical assistance to child care facilities, families, and children. The position supports high-quality early care and education by assisting facilities with all programs needs and supporting early childhood educators and families. The T3 Quality, Learning & Support Specialist works collaboratively with consultants, educators, community agencies, and child care providers to achieve program goals. Salary Range 46,000-54,000 Specific Duties and Responsibilities
  • Coordinate either Territory 3-East or Territory 3-West quality-enhancement activities throughout the multi-county service area.
  • Assess child care program needs and develop, implement, and monitor technical assistance, consultation, and program improvement plans.
  • Evaluate child care classrooms and environments using approved assessment tools, including ITERS, ECERS, FCCERS, CLASS, or other applicable quality measures, and use assessment results to guide technical assistance and improvement planning.
  • Provide on-site and virtual technical assistance, coaching, mentoring, and consultation to strengthen developmentally appropriate practice, infant/toddler care, teacher-child interactions, children's social-emotional development, and overall program quality.
  • Assist child care providers with developing and implementing program improvement plans based on classroom assessments and identified needs; monitor progress and adjust technical assistance as appropriate.
  • Model approved best practices in teacher-child interaction, behavioral guidance, classroom practice, and care of young children.
  • Create a climate of support and encouragement for child care providers, children, and families in assigned programs.
  • Develop and deliver training, presentations, and professional development on-site or virtually.
  • Work collaboratively with local agencies and partners to identify training needs and help establish a coordinated system of ongoing professional development opportunities for the child care community.
  • Ensure participating programs complete required Division of Child Development and Early Education (DCDEE) outcomes, activity goals, documentation, data collection, and programmatic reporting requirements.
  • Collaborate with county-specific technical assistance personnel, licensing consultants, abuse and neglect consultants, early intervention specialists, community college educators, child care health consultants, health inspectors, and other professionals serving child care providers.
  • Cultivate community partnerships and maintain consumer education materials and information related to social-emotional supports, infant/toddler services, education, mental health, quality improvement, and other community resources.
  • Inform and connect child care providers to community resources and provide startup resource information to potential child care providers, as appropriate.
  • Advocate for, educate about, and promote high-quality child care through community activities, outreach, and engagement with intermediary agencies and partners.
  • Promote awareness of regional specialist services, technical assistance, training, and resources to child care providers and intermediary agencies.
  • Participate in in-house meetings and local or regional workgroups, events, planning meetings, orientation, professional development, training, and certifications as assigned.
  • Maintain and update professional knowledge through trainings, workshops, conferences, certifications, and other professional development opportunities.
  • Maintain communication with local CCR&R personnel and partners regarding program participation, classroom or program assessment results, technical assistance, consumer education, or professional development progress, outcomes, and identified needs.
  • Assist with distribution of Territory 3 consumer education outreach materials
  • Advocate for children, families and child care providers to assure quality child care, early childhood education, participate in public awareness efforts in the community.
  • Maintain a valid driver's license and travel regularly throughout Territory 3 in carrying out position responsibilities.
  • Work occasional evenings and weekends and accommodate some overnight travel as needed.

  • Ability to work independently, organize multiple tasks, manage priorities, and complete responsibilities with minimal direct supervision.
  • Ability to communicate ideas effectively, both orally and in writing, and to create and deliver professional presentations and training.
  • Knowledge of adult learning styles and appropriate educational practices.
  • Knowledge of the early childhood education system and developmentally appropriate child care practices, particularly those affecting teacher-child interaction, and program quality.
  • Ability to evaluate classroom and program quality, interpret assessment results, develop improvement plans, and provide effective technical assistance to support measurable improvement.
  • Ability to establish rapport and communicate effectively with individuals of varying ages, educational levels, backgrounds, and socioeconomic circumstances, including diverse populations.
  • Ability to maintain a positive attitude and composure in stressful or high-pressure situations.
  • Knowledge of local, regional, state, and federal early childhood issues, resources, and relevant legislative or programmatic processes.
  • Knowledge of North Carolina child care licensing and programmatic requirements.
  • Knowledge of applicable environmental rating and observation tools, including ITERS, ECERS, FCCERS, CLASS, and related quality measures used in early care and education settings.
  • Proficiency with database, publishing, spreadsheet, word-processing, and other computer applications used for documentation, communication, data collection, and reporting.
Qualifications A minimum of a bachelor's degree in early childhood education, child development, child psychology, child development and family relations, or a related field from an accredited institution, and at least three years of paid professional experience working with young children, infants and toddlers, their families, child care programs, or programs that serve them. Experience providing technical assistance in child care settings, management experience, and experience working with diverse populations are preferred. The employee must apply for Level 11 Early Education Certification within six months of hire and apply for the Professional Development Endorsement within six months of hire. The employee must apply for the Technical Assistance Endorsement after one year of providing technical assistance, or upon hire when the employee has at least five years of technical assistance experience, consistent with applicable credentialing requirements. Work Environment The work environment is a traveling office environment, including regular work in child care centers and family child care homes. Summary Pay:
$46,000.00 - $54,000.00 per year
