Jun 15, 2026 Job Description The Business Manager reports directly to the Superintendent of Schools and is responsible for all business and financial operations of the school department. As a member of the Superintendents Leadership Team, the Business Manager provides oversight of the business office including but not limited to budget development and administration, administrative planning, payroll processing, benefit and insurance programs, and grants management. Supervisory Responsibilities Supervises Business Office staff. Essential Functions- Adheres to the policies and related directives of the Johnston School Department and the State of Rhode Island.
- Manages all aspects of the business office including but not limited to payroll, benefits, purchasing, accounts receivable, grant procurement, state reporting, and the school lunch program.
- Approves, coordinates and implements changes and improvements in the automated financial system and management information systems for the school department.
- Serves as the District's liaison with all regional, federal, state, local, and private funding and financial oversight authorities.
- Prepares and administers the annual budget.
- Responsible for all aspects of the annual audit of the general ledger, fixed assets, GASB, GAAP, and Single Audit compliance.
- Manages all aspects of federal and state grant reporting and budgeting.
- Conducts internal audits of all district expenditures and prepares financial statements, expenditure reports, and cost reports to reflect the financial condition of the district.
- Participates in labor contract negotiations analyzing the financial impact of proposals and prepares the fiscal impact statement.
- Responsible for administering, through the Food Service Company, the cafeteria services and school lunch program to include
NSLP, SSO, P& L
Management, monitoring state reimbursement regulations, meal eligibility for students, account reconciliation and meal program development.- Develops and implements finance, accounting, billing and auditing procedures.
- Oversees student activity accounts to ensure revenue collection and expenditure controls are in compliance with acceptable accounting procedures.
- Establishes and implements organizational goals, policies, and procedures relating to finances and monitors and evaluates operational effectiveness and makes necessary changes required for improvement.
- Ensures records are maintained in accordance with generally accepted auditing standards.
- Reports monthly to the town, expenditures over the approved line item budget.
- Attends monthly School Committee meetings.
- Performs all related work as required by the Superintendent of Schools. Required Knowledge/Skills/Abilities
- Knowledge of accounting and financial reporting standards and generally accepted accounting principles.
- Proven ability in a leadership role requiring evaluation, supervision, negotiation, and fiscal operations.
- Ability to think conceptually and articulate ideas and recommendations in written communications and reports, and oral presentations to diverse audiences.
- Proficiency in municipal financial management software and Accelegrants Education and Experience
- Bachelor's degree in accounting, finance, business administration, or a related discipline, Master's degree preferred.
- Certified or able to achieve certification as a School Business Administrator by the Rhode Island Department of Education.
- Minimum of 5 years of successful financial management and supervisory experience, preferably in a school setting. Physical Requirements

- Must be able to lift up to 20 pounds at times.
- Must be able to access various departments of a given location.
- Tasks are regularly performed without exposure to adverse environmental conditions.
