AGENCY DESCRIPTION
The Commission on State Emergency Communications (CSEC) is a Texas state agency and the state's authority on emergency communications. CSEC is located in downtown Austin, Texas in the George H. W. Bush State Office Building overlooking the Texas State History Museum. CSEC administers the state 9-1-1 service program, statewide poison control program and is also administering a multi-year statewide federal grant program to transition Texas to providing Next Generation 9-1-1 Service. For 9-1-1, the Commission provides grants to 20 Regional Planning Commissions (RPC) to provide 9-1-1 service covering the majority of Texas. For poison control, the Commission provides grants to the six Regional Poison Control Centers (RPCC) providing poison control services to the public and health care professionals. The Commission is comprised of nine voting Commissioners appointed by the Governor (five members) the Lieutenant Governor (two members), and the Speaker of the House (two members); plus, three non-voting ex officio Commissioners.
JOB DESCRIPTION
The Executive Director is appointed by CSEC's voting Commissioners to carry out the management, administrative, and operational responsibilities of the Commission. The Executive Director performs highly advanced (senior level) policy administration and managerial work. Work involves strategic planning, state agency administration, and managing the day-to-day operations of the agency including overseeing functionally related areas organized into multiple divisions. Supervises the work of others including staff at the executive level and/or management level. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
DUTIES PERFORMED
Per Commission Resolution, Delineation of Policy and Management Responsibilities of the Commission , the Executive Director will: Provide information to the Presiding Officer and Commissioners to assist decision making in setting goals and objectives related to the Commission's purpose and mission. Assist the Commissioners, at the request of the Presiding Officer, to develop practical alternatives to specific issues which must be resolved by the Commission. Implement statutory responsibilities and the Commission's Strategic Plan through well-developed programs. Interact and cooperate with local, state, and federal agencies to improve the delivery of 9-1-1 and poison control information services in Texas. Assist the offices of the Governor, Lieutenant Governor, Speaker of the House of Representatives, the Texas Legislature, and other oversight agencies, at their request, to ensure sufficient, relevant information is available to develop legislative and public policy initiatives.

To preserve and enhance public safety and health in Texas through reliable access to emergency communications services.
    Philosophy:
    To collaborate with regional and local governments and other state agencies to promote stewardship and accountability, set high standards, and foster efficient emergency communications services. Directs the day-to-day operations of the agency, including the agency's financial and budget activities and other operational or programmatic activities; oversees major, complex, and functionally related areas organized into multiple departments and/or divisions. Work includes but is not limited to:
    • Timely disburse appropriated funds to RPCs and RPCCs to provide 9-1-1 service and poison control services.
    • Monitor grantee performance.
    • Procurement and administration of contracts for service.
    • Operate agency on budget to support programs.
    Directs the preparation of agency policies, procedures, reports, and studies. Directs and approves the preparation of the budget and determines long-range budgetary plans agency wide or for several departments and/or divisions. Oversees and implements appropriate resources to ensure that the operations of the agency are appropriate. Oversees the strategic planning process and implementation of strategic plans, including:
    • Agency Strategic Plan
    • Strategic Plan for Statewide 9-1-1 Service and Next Generation 9-1-1 Master Plan.
    Oversees the Commission's Legislative Appropriation Request (LAR) process from development and submission. Represents the Commission's request throughout each legislative session. Provides strategic direction and approves operational and staff resources for departments and/or divisions. Provides information and advice to state agencies and the general public regarding agency activities and responsibilities. Participates in activities related to the legislative process to determine policy and legislative priorities; and oversees the implementation of legislative changes. Represents the agency in meetings with legislators, legislative staff, and other legislative liaisons; and provides testimony before legislative committees. Develops and maintains productive board of Commission relationships. Confers with board members, organization officials, and staff members to discuss issues, coordinate activities, and resolve problems. Examples include but are not limited to:
    • Providing information that assists with decision making.
    • Reporting of key plans and activities.
    • Providing effective staff leadership at Commission board meetings.
    • Effectively executes Commission policies and instructions. Provides strategic direction and approves operational and staff resources for departments and/or divisions. Develops, fosters, and maintains collaborative relationships with all internal and external stakeholders. This includes but is not limited to:
    • Regional Planning Commissions
    • Regional Poison Control Centers
    • CSEC's Emergency Communications Advisory Committee
    • CSEC's Poison Control Coordinating Committee
    • Emergency Communication Districts
    • Texas Association of Regional Councils
    • Texas 9-1-1 Alliance
    • Texas Municipal Emergency Communication Districts Association
    • Offices of the Governor, Lieutenant Governor, Speaker of the House of Representatives, other Members of the Legislature, and the Legislative Budget Board
    • Other State Agencies Reviews and analyzes agency operations to evaluate the performance of the agency and to identify areas of potential program modifications and improvements.
    Ensures that the agency adheres to agency goals, objectives, and strategies. Identifies and manages strategic risks. May oversee funding and operating agreements between the agency and service providers.
    GENERAL QUALIFICATIONS/REQUIREMENTS
    EDUCATION Graduation from an accredited four-year college or university with major coursework in business or public administration or a related field is generally preferred.
    Note:
    Experience and education may be substituted for one another on a year-for-year basis.
    EXPERIENCE
    Experience in policy administration and management. Demonstrated experience with governmental budgeting and planning. Demonstrated experience before the Texas Legislature including the budget process. Experience at the senior management level in Texas state agency administration and management.     ORDER REQUIREMENTS
    This position works on and/or has access to critical infrastructure as defined in Sec. 117.001(2) Business and Commerce Code. As a condition of hiring and continued employment, the individual must maintain the security or integrity of the identified infrastructure. They are also subject to periodic reviews of criminal history or continuous connections to the government or political apparatus of a foreign adversary that might prevent the applicant or employee from being able to maintain the security or integrity of the infrastructure.     ABILITIES
    Knowledge of local, state, and federal laws and regulations; business and management principles involved in strategic planning, resource allocation, and leadership techniques; accounting, budgeting, and financial principles; and the principles and practices of public administration and management. Skill in establishing plans and setting objectives and goals for operations of a large and/or complex state government organization; decision-making at an executive level, including assessing risk and using good judgment to inform decisions and recommendations to leadership; and conflict resolution and working quickly and collaboratively to solve problems. Ability to plan, organize, and direct program activities and/or business functions; to establish program goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to direct the development and implementation of agency policies and procedures; to prepare concise reports; to make presentations and testify at hearings; to communicate effectively; and to supervise the work of others. Demonstrated ability to skillfully communicate effectively and collaboratively with a wide range of stakeholders, including elected officials and senior level executives. Experience in the Texas Legislative process, including leadership in a government relations role. Demonstrated skill in effective oral and written communications.     WORK ENVIRONMENT
    This job operates in a professional office environment with the ability to work remotely up to one (1) day a week. Frequent use of a computer, phones, printers. Frequent work as a team member and in direct contact with others.
    WHAT PERCENT OF TIME IS TRAVEL REQUIRED BY THIS POSITION?
    10 percent. Travel occasionally for work assignments and trainings.

    Frequent standing, walking, sitting, listening, and talking. Occasional lifting of weights up to 30lbs.
    SELECTIVE SERVICE REGISTRATION
