The Senior Program Manager will serve as the primary support to the Program Director II for grant strategy, compliance, and development initiatives, and will assume leadership responsibilities in the Directors absence.
Key Responsibilities:
The Senior Program Manager will work within the San Pedro Region and is responsible for managing and developing Agency programs and services across the region. This position provides leadership and oversight to multidisciplinary teams, including case managers, program support staff, volunteers, and interns, while ensuring high-quality services that meet or exceed contract, funder, and Agency standards.

This is a hands-on leadership position for an experienced manager who is comfortable working across multiple program areas and operational priorities. The successful candidate must be highly organized, computer savvy, a strong professional writer, solution-focused, flexible, and willing to step in wherever needed. A practical "can-do-it-all" attitude is essential for success in this fast-paced regional environment.
Programs and Service Areas:
Los Angeles County Department of Homeless Services and Housing (HSH) funded homeless services and interim housing programs.

Intensive Case Management Services (ICMS), including coordination with service partners and supportive housing programs.

Homelessness services, housing navigation, rapid rehousing, interim housing, permanent supportive housing, prevention, and related regional programs.

Community Center services, including food assistance and emergency supportive services.

Food Bank and USDA food distribution programs, including required program compliance, documentation, inventory coordination, and reporting.
Essential Duties and Responsibilities:
Oversee the case management component of multiple programs and departments within the San Pedro Region.

Provide administrative and, when applicable, clinical supervision for case management staff.

Supervise, coach, train, and evaluate assigned staff, volunteers, and interns.

Maintain efficient program operations while fostering teamwork across programs, sites, and departments.

Monitor HSH, ICMS, Food Bank, USDA, housing, shelter, and other assigned program requirements to ensure contractual and regulatory compliance.

Complete and/or oversee required reports to funders, including program outcomes, data collection, grant/fundraising information, and contract deliverables.

Ensure case management documentation and data collection are complete, timely, accurate, professional, and current in Agency case files and electronic databases.

Review case notes, assessments, service plans, housing plans, incident documentation, and other program records for quality and compliance.

Provide individual and group supervision and document supervisory activities as required.

Manage recruitment, onboarding, training, supervision, scheduling, and performance evaluation of direct service staff.

Monitor contract performance, billing support, utilization, program goals, outcomes, and contract maximization in collaboration with regional and Agency leadership.

Collaborate with Quality Assurance and other departments to maintain audit readiness and respond to monitoring findings.

Represent Catholic Charities professionally at funder, County, City, collaborative, community, and partner meetings.

Maintain strong working knowledge of community resources and use those resources to support staff and participants.

Assist with crisis response, risk assessment, participant concerns, staffing issues, and day-to-day operational needs.

Travel between regional program sites as needed and provide hands-on operational support when circumstances require it.
