GENERAL DESCRIPTION
The Grant Program Manager will assist with implementing, administering, and managing city-wide grant programs. The ideal candidate will have knowledge and understanding of state and federal grant programs, including those offered by the State of Connecticut, and possess strong skills in project management, organization, grant writing, reporting, and compliance. This role involves coordinating with various city departments, community organizations, private developers, and funding agencies to secure and manage grants that support economic and community development, infrastructure improvement projects, public safety, and other city priorities. This position will report to the Director of Economic Development but will interact with multiple department directors to support city-wide grant initiatives and programs.
EXAMPLES OF DUTIES & RESPONSIBILITIES
The Grant Program Manager will assist in overseeing and managing all aspects of the grant cycle, from identifying funding opportunities to implementation, compliance, bidding and procurement, and grant closeout. This role includes researching and applying for federal, state, and regional grants, developing bid proposals, coordinating with city departments and external partners, and managing awarded funds. The Grant Program Manager ensures compliance with all grant requirements, assists in preparing and submitting detailed reports, tracks performance metrics, and maintains relationships with funding agencies. The ideal candidate will have experience in grant writing, project management, and a thorough knowledge of state and federal grant programs, particularly those relevant to municipal government.
- Research, identify, and apply for state, federal, and private grant opportunities that align with the city's strategic goals.
- Work closely with multiple city departments to understand funding needs, develop project proposals, and submit competitive grant applications.
- Manage the full grant lifecycle, from proposal development to post-award management, including monitoring budgets, reporting, reimbursement requests, and ensuring compliance with funding requirements.
- Review, edit, and prepare grant contract documents for execution.
- Administer the grant-funding requirements for State of Connecticut grant programs awarded to the City of Torrington, including but not limited to Brownfield Assessment Grants, Brownfield Remediation Grants, Community Investment Fund 2030 Grants, Urban Act grants, various DEEP grant programs, Small Cities Community Development Block Grants (CDBG), Neighborhood Assistance Act (NAA) programs, Municipal Planning Grants, and other relevant state initiatives.
- Coordinate and administer federal grant programs such as those from EDA, HUD, USDA, EPA, and the Department of Transportation, ensuring compliance with federal regulations and reporting standards.
- Develop and publish bidding and contracting documents for grant-funded projects in compliance with city, state, and federal requirements.
- Monitor and track grant performance, prepare periodic reports, and maintain accurate records to meet all reporting deadlines and requirements.
- Conduct periodic site visits to document project performance and verify the project completion status.
- Build and maintain relationships with grant funding agencies, community stakeholders, and regional partners by attending conferences, events, and webinars.
- Provide technical assistance to city staff and community organizations in identifying and applying for grants.
- Stay current on funding trends, changes in grant regulations, and opportunities for new grant programs.
- Performs other related duties as assigned by supervisor.
KNOWLEDGE, SKILLS AND ABILITIES
- Demonstrated knowledge of State of Connecticut grant programs, federal grant programs, and grant program compliance requirements.
- Strong project management skills with the ability to handle multiple deadlines and prioritize tasks effectively.
- Demonstrated experience reviewing and editing documents including: creating and/or preparing a variety of templates, correspondence, hearing notes, memos, drafts, forms, press releases, requisitions, purchase orders, schedules, agenda, meeting minutes, reports, payroll, bid specifications, quotes, contract proposals, legal notices, and other materials.
- Excellent written and verbal communication skills.
- Proficiency in Microsoft Office, Outlook, SharePoint, and other relevant software tools.
- Proficiency in budget management, financial analysis, grant reporting systems, and electronic file organization.
- Ability to work collaboratively across departments and with community partners.
- Proven experience in municipal government or public sector grant administration.
- Ability to drive an automobile and operate office equipment, including a personal computer, smartphone, telephone, etc.
MINIMUM QUALIFICATIONS
- 3 years of experience in grant writing, project management, administration, or a related role.
- An associate's degree in public administration, finance, business management, or a related field is preferred.
- A combination of work experience and education will be considered.
PREFERRED QUALIFICATIONS
- 5 years of project management experience in municipal government or for a non-profit organization. A bachelor's degree in business administration, public administration, communications, construction management, public policy, or a related field.
- Experience drafting, reviewing, editing, and recording legal documents such as contracts, land use records, development agreements, memorandums of agreement/understanding, etc.
- Project-based website development and editing.
- Superior organizational skills.
- Demonstrated experience with improving office organization policies and procedures.

The employee must occasionally lift and/or move up to 35 pounds. Ability to sit at a desk or stand at an assigned location and work continuously for extended periods of time, utilizing various office equipment. The employee may be required to attend conferences, outdoor public events, and stand for periods of time exceeding one hour.
