• Why does the job exist? This position is responsible for supporting the monitoring and managing the departments assigned federal funds specifically but not limited to the Title IV-E Program, Title XX Social Security Block Grant, and Medicaid Administrative Claiming; This position supports to ensure the quarterly reconciliations are prepared accurately and timely it ensures all federal expenditures are claimed and reported, all federal cash is drawn to maintain positive cash flow, meets all federal reporting deadlines, ensures accuracy of reporting federal revenue and making necessary adjustments to the general ledger, cost allocation processes are preformed; Maintain the accuracy of the departments Public Assistance Cost Allocation Plan (PACAP). Prepare and submit accurate and timely quarterly financial reports to federal partners for assigned grants. Collaborate with internal teams to gather relevant information and ensure compliance and deadlines are met for grant requirements. How does it get done? This position will perform the following duties: Fiscal Management of assigned federal grants to maintain compliance by following federal and state guidelines and regulations. Aid in maintaining the accuracy/oversight of federal draw downs and financial re-postings on assigned grants. Aid in maintaining the cash management and payment functions on assigned grants. Maintain desk reference processes by updating federal polices to ensure compliance with federal regulation. Develop and maintain desk reference job aids to support with grant unit processes and internal controls. Assist in the creation of the departments Schedule of Expenditures for Federal Award (SEFA). Assist in maintaining the departments PACAP and ensure compliance. Ensure the accuracy of timeliness of all financial information provided to internal and external customers through review and analysis. Minimum Qualification Bachelor's degree in finance, accounting, economics, or business administration and four (4) years of directly related experience in budgeting, accounting, and/or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable. Employment Requirements Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Pre-employment background investigation is required and is conditional pending results. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
