Position Summary :
The Grants & Projects Specialist is responsible for the full lifecycle management of Tribal grants and projects, from initial concept development through closeout. This position serves as the lead coordinator and point of accountability for all grant-funded activities, ensuring continuity across pre-award, award, and post-award phases. Under the direct supervision of the Tribal Administrator, and/or Tribal Administrator Assistant, the Specialist assists in the development and implementation of Tribal Programs, priorities, policies, and initiatives that enhance the quality of life for the Ely Shoshone Tribe. This includes work in key areas such as land use, transportation, housing, utilities, public safety, health services, and economic development. The Specialist ensures all grant activities are compliant with Federal regulations, funding requirements, and Tribal Policies, while supporting successful project implementation and measurable outcomes. Duties and Responsibilities Pre-Award Responsibilities
  • Identify, Research, and pursue funding opportunities from Federal, State, Local, and private sources
  • Conduct Community needs assessment, data collection, and research to support funding proposals.
  • Review and analyze funding announcements, Request for Proposals (RFPs), and grant guidelines to determine eligibility and competitiveness.
  • Develop and prepare grant applications, including narratives, budgets, timelines, staffing plans, and supporting documentation.
  • Prepare Tribal Council Resolutions, briefing materials, and funding recommendations for project approval.
  • Coordinate With Tribal Departments to gather required information and ensure alignment with Tribal Priorities.
  • Submit complete and timely grant applications in accordance with funding requirements. Post-Award Responsibilities
  • Coordinate acceptance of grant awards, including review and execution of contracts and agreements
  • Oversee implementation of grant-funded projects to ensure adherence to approved scope, timelines, and budgets.
  • Monitor compliance with all applicable Federal regulations (Including 2 CFR Part 200 Uniforms Guidance), grant conditions, and Tribal Policies.
  • Track Project performance, deliverables, and outcomes to ensure goals and objectives are achieved.
  • Prepare and submit all required programmatic and financial reports in a timely manner.
  • Coordinate with the Finance Department to monitor expenditures, budgets, and funding requirements.
  • Assist with budget revisions, grant modifications, and amendments as needed.
  • Ensure proper grant closeout, including final reports, financial reconciliation, and record retention. Project & Program Development
  • Assist in the development and implementation of Tribal Programs, initiatives, and strategic priorities.
  • Research and analyze economic, social, population, and land use data to support planning efforts.
  • Support development and monitoring of Tribal planning documents, including Comprehensive and Master Plans.
  • Identify and develop projects that promote economic development and job creation.
  • Participate in Tribal Meetings and planning efforts to improve community services and infrastructure. Coordination & Collaboration
  • Serve as liaison between Tribal staff, Tribal Council, funding agencies, and external partners.
  • Build and maintain collaborative relationships with Federal, State, Local agencies, and private Organizations.
  • Provide technical assistance and guidance to Tribal staff on grant-related processes.
  • Coordinate land use and development-related projects, including leases when applicable.
  • Collaborate with Finance and leadership on funding strategies, including loans and matching fund requirements. Administration & Reporting
  • Maintain organized records, grant files, databases, and reporting systems.
  • Develop and maintain grant tracking systems, funding calendars, and reporting schedules.
  • Create templates, procedures, and internal systems to improve grant management efficiency.
  • Ensure confidentiality and integrity of all sensitive information. Additional Duties
  • Perform other duties as assigned by the Tribal Administrator and/or Administrator Assistant Qualifications
  • Strong Written and verbal communication skills
  • Ability to work independently and manage multiple projects simultaneously.
  • Strong Organizational, analytical, and problem-solving skills.
  • Ability to collaborate effectively with Tribal leadership, staff, and external partners.
  • Knowledge of Tribal Government operations and Federal grant requirements.
  • Proficiency in Microsoft Office (Word, Excell) and database systems.
  • Ability to interpret and apply policies, regulations, and funding guidelines.
  • High level of professionalism, integrity, and confidentiality. Minimum Qualifications
  • High school diploma or GED Required; associate or bachelor's degree preferred.
  • Minimum of two (2) years of grant writing experience preferred.
  • Minimum of two (2) years of project management experience preferred.
  • Equivalent combination of education and experience may be considered.
  • Demonstrated experience securing funding and managing grants is highly desirable. Additional Requirements
  • Must Possess a valid driver's license and be insurable under Tribal Policy.
  • Must have reliable transportation.
  • Must be willing to travel and work flexible hours as needed.
  • Must pass a pre-employment drug/alcohol test and background check Working Conditions Work is primarily performed in an office setting with occasional travel for meetings, site visits, and conferences. Performance Expectations
  • Maintain a consistent pipeline of funding opportunities.
  • Ensure timely submission of all grant applications and reports.
  • Achieve compliance with all grant requirements and deadlines.
