This is a hands-on municipal leadership position responsible for the day-to-day administration of Borough government and coordination of municipal operations. Manager Responsibilities

Position Summary The Borough Manager serves as Duryea Borough's chief administrative officer and is responsible for the efficient and effective administration of the Borough's day-to-day operations. Under the direction of Borough Council, the Borough Manager implements Council policies and directives, oversees municipal operations and personnel, manages financial and administrative activities, coordinates Borough programs and services, and ensures compliance with applicable federal, state, and local laws and regulations. The Borough Manager provides professional advice and recommendations to Borough Council and exercises independent judgment in carrying out assigned responsibilities. Essential Responsibilities
  • Municipal Administration & Operations
  • Directs and coordinates the day-to-day administrative operations and municipal services of the Borough under the direction of Borough Council, including coordination with Borough departments, employees, contractors, and service providers.
  • Council Support & Governance
  • Prepares Council agendas, meeting materials, resolutions, ordinances, reports, correspondence, and other documents; attends Council meetings; provides information and recommendations to Council; and implements authorized Council actions.
  • Financial Management & Budgeting
  • Develops, administers, and monitors the Borough's annual budget; oversees revenues, expenditures, accounts payable, accounts receivable, general ledger coding, banking activities, financial reporting, audits, and other municipal financial functions.
  • Payroll & Human Resources
  • Oversees payroll and personnel administration; supervises, directs, and evaluates Borough employees; assists with recruitment and employee relations; maintains personnel records; and recommends personnel actions, including hiring, discipline, promotion, and termination, for Borough Council consideration or approval, as applicable.
  • Employee Benefits, Workers' Compensation & Pension Administration
  • Administers employee health, dental, vision, life, disability, workers' compensation, and pension programs; coordinates required filings, payments, certifications, claims, reporting, and compliance activities.
  • Labor Relations
  • Administers and supports the Borough's collective bargaining agreements and works with representatives of the Borough's two employee unions.
  • Grant Administration
  • Identifies funding opportunities and prepares, submits, administers, monitors, and closes out municipal grant applications and awards, including preparation of project estimates and supporting documentation.
  • Regulatory Compliance & Reporting
  • Ensures timely completion of required federal, state, county, and municipal filings, reports, permits, licenses, taxes, pension requirements, insurance documentation, and other regulatory obligations.
  • Municipal Services & Public Assets
  • Oversees and coordinates the maintenance, repair, and improvement of Borough infrastructure, facilities, streets, parks, storm water systems, refuse and recycling programs, and other public assets.
  • Capital Projects & Engineering
  • Coordinates and manages capital improvement projects, engineering services, contractors, construction activities, and grant-funded infrastructure initiatives.
  • Insurance, Risk Management & Bonding
  • Coordinates municipal insurance programs, renewals, claims, liability matters, risk management activities, and required bonding.
  • Vendor, Agency & Community Relations
  • Serves as a primary liaison with contractors, vendors, governmental agencies, auditors, insurers, professional service providers, residents, community organizations, and other stakeholders.
  • Records, Communications & Other Duties
  • Maintains accurate municipal records and official documentation; ensures appropriate communication of Borough information; and performs other duties and responsibilities assigned by Borough Council, including responding to time-sensitive municipal matters and attending occasional evening meetings or working outside normal business hours.
  • Perform other duties assigned by Borough Council consistent with law and the Manager's ordinance.
Supervisory Responsibilities Directly and indirectly supervises Borough employees and provides direction regarding daily work activities, performance expectations, work assignments, and operational priorities. Conducts or coordinates employee performance evaluations and recommends hiring, disciplinary, promotional, compensation, and termination actions to Borough Council, consistent with applicable Borough policies and collective bargaining agreements. Minimum Qualifications
  • Bachelor's degree in public administration, business, finance, political science, workforce development or a related field preferred.
  • Associate degree with significant municipal management experience may be considered.
  • Minimum of five (5) years of progressively responsible administrative, management, municipal government, financial, or public-sector experience, including supervisory or managerial responsibilities.
  • Must be bondable and able to obtain and maintain any bond required by the Borough or applicable law.
  • Prior municipal government experience is strongly preferred.
  • Valid Pennsylvania Driver's License. Preferred Qualifications
  • Pennsylvania Certified Borough Manager designation.
  • Ability to work effectively with elected officials and employees in a unionized environment.
  • Experience with municipal budgeting, financial management, and fiscal reporting.
  • Experience managing unionized employees.
  • Experience administering employee benefits, payroll, or human resources functions.
  • Experience with infrastructure and public works management.
  • Experience with grants, including grant preparation, administration, and reporting.
  • Familiarity with Pennsylvania Sunshine Act, Right-to-Know Law, municipal procurement, and labor relations. Skills and Competencies (typically required to perform the essential functions of this position)
  • Knowledge of the Pennsylvania Borough Code and applicable municipal laws and regulations.
  • Working knowledge of the Pennsylvania Sunshine Act, Right-to-Know Law, Public Employee Relations Act, and applicable wage and employment laws.
  • Knowledge of municipal budgeting, accounting, procurement, grants, insurance, and risk management.
  • Ability to interpret collective bargaining agreements, ordinances, resolutions, contracts, policies, and regulations.
  • Strong leadership and personnel management skills.
  • Excellent written and verbal communication abilities.
  • Strong organizational and project management skills.
  • Ability to establish positive working relationships with elected officials, employees, residents, and outside agencies.
  • Proficiency with Microsoft Office Suite and municipal software systems.
  • Ability to maintain confidentiality and exercise sound judgment. Physical Demands (typically required to perform the essential functions of this position)
  • Ability to sit, stand, walk, bend, reach, and use a computer for extended periods.
  • Ability to travel throughout Borough facilities and outdoor work sites as necessary.
  • Ability to occasionally navigate uneven terrain, stairs, and other conditions encountered during inspections or emergency situations.
  • Ability to communicate effectively in person, by telephone, and electronically.
  • Ability to lift up to 20 lbs.
Working Conditions (under which the essential functions of this position are typically performed) Work is performed primarily in an office environment with periodic travel throughout the Borough for meetings, inspections, and emergencies. Evening meetings and occasional weekend work are required. Occasional work outdoors in all weather conditions.
