This position is grant-funded.

The Assistant Manager, Substance Use Prevention (SUP), oversees the daily administration, staffing, grant implementation, fiscal management, and compliance of the Substance Use Prevention Program under the guidance of the SUP Program Manager. The role is responsible for coordinating evidence-based substance use prevention initiatives supported by the CDC Overdose Data to Action (OD2A) cooperative agreement and other grants. In the Program Manager's absence, the Assistant Manager assumes full operational leadership.

Duties & Responsibilities:

Provide direct oversight to SUP program staff for assessment, planning, development, and implementation of operations. Cover all program operations when the SUP Program Manager is unavailable. Work with leadership and external partners to design impactful substance use prevention strategies. Ensure compliance with HCPH policies, procedures, goals, and cost/inventory controls. Monitor grant budgets, metrics, and goals; report progress regularly to program leadership.

Oversee staff development:

recruitment, selection, training, communication, development, evaluations, and discipline. Participate in program reporting, grant fund management, and budget preparation. Collaborate with internal departments and external stakeholders to meet program deliverables.

Valid Texas Driver License required upon hire. Perform other duties as assigned.

Education & Experience Requirements:

Bachelor's degree in Public Health, Healthcare Administration, Public Administration, Health Education, Social Work, Business Administration, or related field.

Experience Levels:

Minimum 3 years progressively responsible experience in public health, healthcare, behavioral health, substance use prevention, or grant-funded program management. Minimum 2 years supervisory or team leadership experience (staff development, performance management, budget or grant administration). Experience working with federally or state-funded public health programs and community partners.

Knowledge, Skills & Abilities:

Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook). Excellent communication (verbal & written). Strong organizational & time-management skills. Ability to maintain confidentiality and ethical standards. Understanding of substance addiction and mental health in underserved communities. Respectful, culturally competent, and equity-focused work approach.
