Swingtech Consulting is seeking a qualified Hull, Mechanical, and Electrical (HM&E) Equipment Specialists to provide full-time technical, logistical, and supply support services to the U.S. Coast Guard Surface Logistics Center (SFLC) Small Boat Product Line (SBPL). You will support the maintenance, repair, overhaul, and installation of complex HM&E systems aboard USCG small boats under 65 feet in length (including BUSL, MLB, RBM, LRI, TPSB, RBS, TANB, and OTH).
RESPONSIBILITIES
Technical Documentation:
Draft, review, and modify purchase/repair descriptions, statements of work, government estimates, price justifications, JODDs, Condition Found Reports (CFRs), and Change Requests (CRs) in NESSS.Supply Chain & Logistics:
Research lead times, quantities on hand, core exchange programs, unit of issue, and sources of supply. Verify that vendor-suggested replacement parts meet fit, form, and function.Material Inspections:
Coordinate with Item Managers, Equipment Specialists, and ICP personnel to perform visual inspections on Frustrated Items, inventory, and vendor discrepancies, recommending proper disposition.Market Research & Procurement Support:
Assist Item Managers with market research for commercial spare parts, technical items, and casualty response supplies. Support cost/price analysis and historical proposal reviews.Discrepancy Tracking:
Help track, investigate, and update status on Supply Discrepancy Reports (SDR), Quality Deficiency Reports (QDR), and Mandatory Turn-In items.QUALIFICATIONS
Experience:
Minimum of five (5) years of experience in the marine field with practical knowledge of shipboard HM&E systems and equipment. U.S. Coast Guard specific experience is highly desirable.Technical Knowledge:
Strong understanding of technical specification documents including MILSPEC, IEEE, NEC, and ANSI standards. Proficient in reading and understanding engineering drawings and technical publications.Acquisition Knowledge:
Understanding of Government/CG acquisition processes, Federal Acquisition Regulation (FAR), and procurement requirements.Software Proficiency:
Hands-on experience with Microsoft Office 365 (Word, Excel, PowerPoint, Project, Teams, Paint). USCG Systems (Preferred): Prior experience navigatingUSCG/DOD IT
systems such as NESSS, Fleet Logistics System (FLS), NE-TIMS, FED LOG, and WebFLIS.Communication:
Strong verbal and written communication skills to present technical recommendations, facilitate consensus, and advise management.
