SUPPLY MANAGEMENT
SPECIALIST, GS-2003-11, you will perform the following duties:
  • Plans, organizes and manages supply and services functions to include command equipment/property readiness/accountability management.
Formules and implements command supply opering procedures and policies necessary to support units. Ensures unit responsibilities for receipting and accounting of equipment and supplies are met. Develops and manages the ste logistics contingency stockage plan and coordines the plan with the USPFO. Implements the Chief of Staff of the Army Supply Excellence Award Program. Administers the command equipment loan program. Serves as the focal point for approval of the loan of command equipment within the ste ARNG. Directs the loan of equipment between units within the command. In coordinion with the USPFO, request/directs loans of equipment to and from entities outside of the command/ste, preparing inter-service support agreements and memorandums of agreement as approprie.
  • Advises the DOL Logistics Management Officer (LMO) on command supply and services stus and recommends support required for current and proposed operions.
Collects and consolides da for areas in which operions are anticiped. Develops, implements and evalues the effectiveness of the Command Supply Discipline Program. Provides guidance on interpretion of directives and assists units, organizions and activities in supply and services mters. Manages the command property program within units of the ste to ensure Equipment on Hand (EOH) readiness is met, in conjunction with Ste Readiness Committee guidelines. Conducts an assessment of all EOH within units of the ste and directs equipment redistribution within the command based on EOH policy as developed by the Plans and Policy Office of the
DCSLOG/G4.
  • Maintains current command supply analysis on trends of effectiveness and efficiency.
Directs actions to improve/correct undesirable supply conditions, practices and policy in the command. Manages, controls, analyzes and recommends corrective action for property losses in the command. Provides management oversight responsibility for the ste ARNG command Financial Liability Investigion of Property Lost (FLIP) Program reporting. Provides guidance to units on supply regulions. Provides guidance to the USPFO reference the Command's policy on the funding of requisitions (less Class IX). Serves as a member of approprie ASL review board(s). Serves as the command mobility energy management officer; serves on the ste energy council; coordines mobility energy maintenance allocion and monitors mobility energy usage.
  • Receives fiscal informion from each subordine function to prepare and review budget estimes for the command supply and services functions.
Evalues the effects of new programs on funding requirements and ensures the preparion of justificion for budget revisions. Prepares, reviews and verifies command supply and services reports. Directs and coordines logistics activities, including procurement and provision of command supplies and services and management of command merial and equipment.
  • Monitors required unit equipment inventories and is active in the development, scheduling and execution of special command physical inventories. Coordines with USPFO Property Management Branch, Examiner Section on their annual inventories and selective inventories as approprie. Processes Financial Liability Investigion of Property Loss (FLIPL)s in accordance with applicable regulions.
  • Monitors unit DODAAC submissions. Ensures timely unit submissions on adds, changes, or deletes. As approprie, coordines with the unit and Ste DODAAC coordinor on any required submissions.

GENERAL EXPERIENCE
: Experience, educion, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automion systems.
SPECIALIZED EXPERIENCE
: 1-year specialized experience equivalent to least the next lower grade. Experience supervising and/or managing supply personnel and a variety of supply functions. Knowledge on the entire inventory management supply system. Experience coordining with other organizions on complex and controversial supply issues. Experience providing advice and guidance on supply regulions to upper levels of management regarding supply functions. Educion Substitution of Educion for
