Benefits:

130 Credits waived for any state university (can be passed to spouse or children). Everyone joins as part-time (a weekend a month and two weeks in the summer) but once their training is complete, they can apply for fulltime. \$4,500 stipend every year to get certificates in a wide range of fields from STEM to personal training. Permanent Residents can obtain their citizenship in little as 12 months.
