Open Until Filled About Kiskiminetas Township Kiskiminetas Township is seeking a qualified, motivated, and highly organized professional to serve as its next Township Manager. Located in Armstrong County, Pennsylvania, Kiskiminetas Township is a largely rural community of approximately 4,600 residents encompassing approximately 22 square miles. The Township includes residential neighborhoods, farmland, natural areas, and a network of local roads and municipal infrastructure. The community offers small-town character while remaining within commuting distance of the greater Pittsburgh region and surrounding communities. The Township Manager serves as the chief administrative officer of Kiskiminetas Township and is responsible for overseeing the day-to-day operations of Township government under the direction of the elected Board of Supervisors. The successful candidate will be expected to provide professional leadership to Township operations, maintain a visible and accessible presence within the community, effectively supervise employees, manage municipal finances and projects, and provide the Board of Supervisors with timely and accurate information necessary for decision-making. Position Responsibilities The Township Manager is responsible for the overall administration and coordination of Township operations. Major responsibilities include, but are not limited to: Municipal Administration and Operations Direct and coordinate the day-to-day administrative operations of the Township. Implement policies, priorities, ordinances, resolutions, and directives established by the Board of Supervisors. Provide regular reports and updates to the Board regarding Township operations, projects, finances, personnel matters, and emerging issues. Develop administrative procedures and recommend improvements that increase efficiency, accountability, and service to residents. Maintain appropriate Township records and ensure administrative deadlines and reporting requirements are met. Coordinate activities involving Township consultants, contractors, vendors, authorities, agencies, and other governmental organizations. Personnel Management Provide day-to-day supervision and direction to Township employees. Establish clear expectations for employee performance, accountability, scheduling, and completion of assigned work. Assist with recruitment, hiring, employee evaluations, disciplinary matters, and personnel administration. Promote effective communication and cooperation among Township departments. Ensure Township personnel policies and applicable employment requirements are consistently administered. Public Works and Infrastructure Coordinate with Public Works personnel regarding road maintenance, paving, stormwater management, winter operations, equipment, facilities, and other Township infrastructure. Assist in establishing short- and long-term priorities for road and infrastructure improvements. Monitor Township projects and coordinate with engineers, contractors, utilities, and other parties. Assist with long-range planning for vehicles, equipment, facilities, and capital improvements. Monitor project schedules, costs, and performance. Budgeting and Financial Management Lead the preparation and administration of the Township's annual operating and capital budgets. Monitor revenues, expenditures, purchasing, and overall financial performance throughout the year. Work with Township staff, auditors, financial professionals, and the Board of Supervisors to maintain sound financial practices. Assist the Board in evaluating financial priorities and long-term capital needs. Ensure appropriate accountability and internal controls for the expenditure of public funds. Assist with procurement, bidding, contracts, and purchasing in accordance with applicable requirements. Grants and Capital Projects Identify potential federal, state, county, and other grant opportunities. Coordinate grant applications and supporting documentation. Administer awarded grants and ensure compliance with applicable reporting and reimbursement requirements. Work with the Township Engineer and other professionals to develop and implement capital improvement projects. Codes, Planning, and Regulatory Compliance Coordinate administrative activities involving code enforcement, zoning, planning, permitting, and other regulatory functions. Develop a working knowledge of the Pennsylvania Second Class Township Code and other laws and regulations applicable to Township operations. Ensure required reports, filings, advertisements, notices, and other municipal compliance responsibilities are completed in a timely manner. Coordinate with the Township Solicitor and other professional consultants when legal or technical guidance is required. Board and Public Meetings Prepare for and attend meetings of the Board of Supervisors and other meetings as required. Assist with agenda preparation and provide background information and recommendations to the Board. Follow up on Board actions and ensure assigned items are implemented. Attend occasional evening meetings and other meetings outside normal business hours as necessary. Community Relations Serve as a professional and accessible point of contact for Township residents and businesses. Respond to resident questions, concerns, and service requests in a timely and professional manner. Promote transparency, responsiveness, and effective communication between Township government and the community. Represent the Township professionally when interacting with other governmental agencies, community organizations, businesses, and the public. Emergency Preparedness and Intergovernmental Cooperation Coordinate with police, fire, emergency management, and other public safety organizations as appropriate. Assist with emergency preparedness and continuity of municipal operations. Develop productive working relationships with Armstrong County, neighboring municipalities, authorities, school districts, state agencies, and regional organizations.Minimum Qualifications Candidates should possess:
A bachelor's degree in Public Administration, Political Science, Business Administration, Finance, Management, or a related field. A master's degree is preferred. A minimum of three to five years of progressively responsible experience in municipal government, public administration, local government management, or a comparable administrative leadership position. Demonstrated experience with budgeting and financial management. Experience supervising employees and coordinating organizational operations. Experience managing projects and working with multiple departments, consultants, contractors, or outside agencies. Strong written and verbal communication skills. Strong organizational and time-management skills. Ability to independently prioritize multiple projects, deadlines, and operational responsibilities. Ability to professionally interact with elected officials, employees, residents, businesses, consultants, and outside agencies. Proficiency with Microsoft Office applications and general office technology. Preferred Qualifications Preference may be given to candidates who possess experience or knowledge in one or more of the following areas: Pennsylvania municipal government. Pennsylvania Second Class Township operations. Municipal budgeting and financial administration. Public works and infrastructure management. Road maintenance and capital improvement planning. Stormwater management. Municipal purchasing and public bidding. Grant writing and grant administration. Code enforcement, zoning, and planning administration. Human resources and personnel management. Municipal records and Right-to-Know Law compliance. Municipal software and electronic records management. WordPress or website content administration. Working with municipal engineers, solicitors, auditors, authorities, and other professional consultants. Desired Candidate Kiskiminetas Township is seeking a hands-on municipal professional who is comfortable working in a smaller local government environment where the Manager must balance administrative leadership with direct involvement in day-to-day issues. The successful candidate should be proactive rather than reactive, able to identify issues before they become larger problems, and capable of following projects through to completion. The individual should be comfortable working independently while recognizing that the Board of Supervisors establishes Township policy and priorities. The position requires someone who communicates consistently with the Board, maintains regular and dependable availability to Township staff and residents, and understands the importance of being engaged in Township operations both inside and outside the municipal office. The ideal candidate will demonstrate sound judgment, professionalism, integrity, accountability, initiative, and a genuine interest in public service. Work Schedule This is a full-time management position. The Township Manager is expected to maintain a regular and dependable work schedule sufficient to effectively administer Township operations and provide appropriate availability to Township employees and the public. The position also requires attendance at Board of Supervisors meetings and occasional evening or after-hours meetings, emergencies, or Township activities. Compensation The anticipated salary range is $65,000-85,000 annually, depending upon the successful candidate's qualifications and experience. The position also includes Township benefits and participation in the Pennsylvania Municipal Retirement System (PMRS). Final compensation and employment terms will be established by the Kiskiminetas Township Board of Supervisors.
