JOB OVERVIEW
The 340B Program Operations Analyst is responsible for ensuring regulatory compliance, quality control and optimization of the Federal 340B Drug Discount program at Valley Medical Center. Under the direction of the 340B Program Supervisor and VP of Pharmacy Services, the analyst performs a variety of operational duties to ensure compliance with 340B regulatory requirements and program standards.

Essential Responsibilities and Competencies:
General Responsibilities:
Maintain a working knowledge of all aspects of the organization's 340B program including extensive operational experience with third-party vendor 340B management systems. Maintain up to date knowledge regarding 340B regulatory compliance requirements and standards including state and federal requirements. Prepare quality assurance reports for review by the organization's 340B Program Oversight Committee. Perform other quality assurance audits and prepare reports with recommendations for improvement as described in performance responsibilities. Independently conducts data analysis, interpretation, process design, and formulates conclusions and recommendations for improvement of the 340B program. Identifies system and operational errors and deficiencies. Understands and communicates the downstream impact to the 340B program. Assists with team efforts in developing solutions to difficult or complex situations identified to ensure that 340B compliance, goals, and objectives are met. Maintain working knowledge of clinical and distribution workflow processes for pharmacy including pharmacist and technical support staff. Maintains working knowledge of drug procurement, distribution, administration policies across the organization. Assists with pharmacy control, documentation, and communication of patient assistance drug programs. Completes additional responsibilities/projects as assigned by VP Pharmacy Services and/or 340B Supervisor. 340(B)
Quality Assurance Auditing Duties:
Conduct monthly quality assurance audits to ensure compliance of the 340B/DSH federal drug pricing program. Evaluate qualified and non-qualified claim identification by reviewing patient medical records, prescription records, and other 340B eligibility criteria. Evaluate 340B inventory replenishment for each pharmacy to confirm that accumulation, reduction, and reconciliation are occurring as expected. Evaluate patient eligibility for qualified and non-qualified patients in hospital-based mixed-use areas and clinics by reviewing patient medical records, insurance plans and hospital status. Review 340B purchase history to ensure that drugs being purchased on 340B accounts are drugs used for outpatient use. Review GPO purchase history to ensure that drugs being purchased on GPO accounts are used for inpatient usage only consist with the GPO Prohibition Statute.
Split Billing Software Maintenance:
Assists with maintaining the 340B crosswalk on a routine basis. Reviews split billing applicable reports to identify areas for improvement. Works with the organization's clinical information systems team to ensure compliant and consistent data feeds are working for the 340B program. Aides in the development of new data feeds as required.
Pharmacy Purchasing and Inventory Control:
Performs quality assurance audits of the pharmacy purchasing and inventory control systems for all VMC pharmacies including controlled substance purchasing and receiving. Collaborate with pharmacy purchasing, infusion center and financial advocates to ensure that patients who are enrolled in patient assistance programs receive the appropriate medication provided by the manufacturer. Review purchases made on the WAC account on a regular basis to research and analyze for areas of improvement in hospital drug-spend. Develop and coordinate patient assistance take-home prescription drug programs for qualifying patients. Work with the Pharmacy Willow IT team to ensure the electronic medical record charging is accurately reflecting the medications being purchased and dispensed for purposes of 340B compliance. Interpret data to make recommendations and implement inventory changes to ensure appropriate selection of stock. Optimizes purchasing of supplies and medications for the 340B program. Ensures compliance with regulations related to 340B purchasing. May be required to work on inventory management of the 340B program and offer input as to the application's overall functionality and opportunities for improving compliance and or efficiency. Routinely monitors utilization records and 340B purchasing accounts to ensure that software or tools are working properly.
Other Quality Assurance Activities:
Assist with external compliance assessments with outside firms, where appropriate, to validate internal processes. Management of pharmacy charge work queues to validate the accuracy of patient charges which impacts 340B. Reviews pharmacy revenue cycle inquiries pertaining to potential pharmacy charge errors requiring review for reimbursement. Routinely monitors common problematic charge errors and works with appropriate teams to reconcile accordingly for accurate charge capture. Monitor and Analyzes 340B program revenue streams to identify trends, discrepancies, and opportunities for financial improvement. Routinely reviews and updates default NDCs within EPIC for both 340B and pharmacy revenue cycle integrity. Utilizes EPIC Reporting and Slice Dicer extensively to track, analyze, and/or report on data related to the 340B program or other pharmacy operational inquiries for pharmacy leadership. Performs other quality assurance/compliance audits and prepares reports and recommendations for any operational changes as assigned.
