Job Description

Job Title Operations Analyst II Location Vancouver, Washington, on-site Pay Range $36.00 to $41.00 per hour Job Summary We are seeking an Operations Analyst to support a control center environment focused on compliance, asset strategy, access coordination, reporting, and process improvement. This role works closely with operations analysts and technical subject matter experts to collect and analyze data, improve workflows, support audits, and develop documentation that helps leadership make informed decisions. The position also supports compliance activities related to cyber and physical access, reliability standards, and information quality. Responsibilities Support strategic asset and operational services initiatives through data analysis, reporting, and process documentation. Develop an understanding of the organization's General Support System structure and coordinate efforts that align program strategies with security and accreditation requirements. Track mitigation dates, deliverables, and action items for compliance and asset strategy plans. Facilitate meetings related to compliance initiatives, mitigation plans, and process improvements. Create reports, dashboards, and timelines that show the status of standards-related activities and mitigation efforts. Use tools such as Excel, Access, SharePoint, and similar systems to analyze data and support reporting needs. Review current processes against policies and procedures, identify gaps, and recommend improvements. Help improve day to day compliance processes by evaluating workflow efficiency, accuracy, and alignment to standards. Participate in incident reviews and response meetings by gathering and organizing supporting information, evidence, and artifacts. Provide monitoring, review, and analysis support for reliability and compliance programs. Assist with documentation, audit preparation, annual certification support, and response coordination for audits and compliance requests. Draft and recommend procedures, job aids, training materials, and change management communications for approved process updates. Review system security documentation and help coordinate plans of action, milestones, and related compliance tracking. Monitor technical exceptions, mitigation efforts, and related performance metrics. Support data calls and industry surveys by reviewing requirements, gathering input from subject matter experts, and drafting responses for internal review. Maintain and improve process artifacts, records, and documentation so they remain current, accurate, and audit ready. Help inventory business information needs, identify quality gaps, and support information quality control and assurance efforts. Build and present dashboards and briefings on performance metrics and information quality. Provide input on how information is organized and maintained in SharePoint and library systems. Support asset strategy activities by reviewing, organizing, and validating program information. Process requests for cyber, physical, and logical access in accordance with applicable standards, policies, and procedures. Track access privileges, training status, and required risk assessment verification before access is granted or maintained. Revoke and reinstate access when needed based on status changes or access review findings. Maintain access data in tracking databases and coordinate periodic access reviews with managers and subject matter experts. Monitor cases and reports related to access revocation or privilege review and maintain auditable records. Gather reporting requirements and support the development of data exchange and reporting solutions across multiple systems. Generate reports from data repositories and assist with automated data management and electronic reporting processes. Maintain files, records, emails, and documentation in accordance with security and records management requirements. Qualifications Required Experience in business analysis, operations analysis, or a closely related field with progressively more technical responsibilities. One of the following combinations of education and experience: Bachelor's degree in Computer Science, Engineering, Business Management, Business Administration, Organizational Development, or a closely related technical discipline, and 5 years of related experience Associate's degree in a related discipline, and 7 years of related experience 9 years of related experience without a degree At least 3 years of experience in written communication and technical writing, including translating subject matter expert input into clear documentation. At least 3 years of experience developing professional presentations and presenting to executive audiences. Expert proficiency with Microsoft Access, Excel, SharePoint, and Visio. Experience with information technology or systems administration related environments. Experience with reconciliation, reporting, and data analysis. Valid U.S. driver's license. Preferred Degree in Computer Science, Engineering, Business Management, Business Administration, Organizational Development, or a closely related technical discipline. Experience working in a government environment. Experience supporting compliance, audit preparation, access controls, or documentation in regulated environments. Experience with Windows Server administration, System Center Operations Manager, and System Center Configuration Manager. Pay and Benefits The pay range for this position is $36.00 - $41.00/hr. Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
