Job Description

Wastewater Utility Director of Operations Senior role of the Utility reporting directly to the President and Board. The position involves planning, directing, and coordinating the Utility's wastewater infrastructure, including treatment plant and unit processes, collection systems, and reuse water programs. The primary objective is to guarantee safe, efficient, and cost-effective operations while maintaining strict compliance with local, state, and federal environmental regulations to protect public health and the environment. Work with the President to direct the Utility's operational units, overseeing managers, plant operators, laboratory technicians, and maintenance techs. Present technical data, operational updates, and policy recommendations clearly to the President/Board. Respond to customer inquiries regarding utility rates, service disruptions, or environmental impacts as necessary. On call to assist personnel with Utility matters. Ensure absolute compliance with OSHA and KWRU safety protocols utilizing in-house training and outside training. Assist in the management of emergency response for severe weather events, flooding, tropical storm, hurricane, and system failures. Work with President, Accountant, and outside Engineering firm to develop and manage the Utility's annual operating budget and 5-year budget. Collaborate with the accounting/billing department to develop Budgetary numbers and compare to the funding requirements of the planned short and long-term infrastructure. Oversee procurement, ensuring all engineering and construction contracts are awarded to the best value vendor/contractor.

• Direct the maintenance, rehabilitation, and expansion of the Utility's aging infrastructure using Monitoring/SCADA system/maintenance tracking software and in the future integrate GIS into the Utility's systems. Review and approve engineering designs for new residential and commercial sewer customers for new or redevelopments. Coordinate with outside contractors performing work on utility plant or collection system infrastructure. Act as a liaison between the Florida DEP and Florida PSC, on regulatory issues. Key Job Requirements Bachelor's degree in Civil with an interest in wastewater, Environmental Engineering, or a related field. Supervisory experience in utility or closely related field may substitute for the required education on a year-for-year basis. Wastewater Treatment Plant Operator Certification in any state would be highly desirable or past experience with collection systems at a management/supervisory level would be desirable. Required Skills & Competencies

• Strong verbal and written communication skills.

Administration:

knowledge of budgeting. Ability to understand regulatory requirements. Management ability. Communicate effectively with local, county, state agencies. Understanding and addressing public concerns regarding utility infrastructure, construction, or odors.
