The Utility Administrator, under the direct supervision of the Utility Director - VP / Utility Director serves as the central administrative and technical support role for the utility department, with primary responsibility for managing all aspects of Accela software used by the utility in coordinating infrastructure projects within Babcock Ranch, managing physical assets, and streamlining customer service through digital permitting and being the key contact for our billing company to ensure smooth operations of the TCU department in serving its customers and b uilders. The Role Are you a tech-savvy professional who loves optimizing workflows and leading a team toward operational excellence? We are looking for a Utility Systems Administrator to serve as our lead subject matter expert for the Accela utility platform . In this dual-impact role, you will own the integrity of our digital systems while ensuring our day-to-day office operations run like a well-oiled machine.
Key Responsibilities:
1.Accela System Leadership (Primary Focus)
System Ownership:
Manage all utility records, accounts, and workflows within Accela; configure and improve forms, processes, and system logic.
Data Integrity:
Ensure absolute accuracy across builder accounts, service requests, and billing inputs.
Analytics & Reporting:
Build custom dashboards and reports to drive financial and operational decision-making.
Training & SOPs:
Act as the department lead, training staff on best practices and establishing standard operating procedures. 2.
Operations & Coordination Team Support:
Coordinate day-to-day functions, track team activities, and manage staff calendars and meeting schedules.
Customer Relations:
Serve as the primary point of contact for customers and outside agencies, providing expert guidance on policies and procedures.
Administrative Excellence:
Draft technical documents, manage sensitive filing systems, and oversee equipment maintenance and warranties.
Digital Presence:
Monitor the District's website and intranet, providing technical updates for text, photos, and data visualizations. 3•.
Accounting:
• Coordinates with the billing company on meter reading and billing, creates reports and work orders to have services checked when customers need assistance with understanding issues. Review accounts for abnormal usage and assist with issue resolution. Performs accounts payable functions; processes check requests, reconciles credit cards, and prepares expense reports; assigns appropriate account number and work order codes; prepares purchase orders, receives invoices, and processes payments as necessary. 4.
Operational Reporting:
Prepares and maintains a variety of fiscal, administrative, operational reports, and provides a variety of information to other agencies, District staff, and the public. Develops and maintains dashboards and graphs using key performance indicators for customer service, plant, and system operations and maintenance as well as budgeting performance and projections. Performs administrative activities of routine and moderate difficulty in support of assigned department, which may include developing and updating a variety of databases and the ability to perform complex mailing distributions. Prepares reports for internal leadership, regulatory agencies, and stakeholders. Maintains databases and supports data-driven decision-making.
