Position Summary The Operations Manager is a key leadership role responsible for overseeing the day‑to‑day operational functions of the organization to ensure programs, services, and administrative systems run efficiently, compliantly, and in alignment with our mission. This position partners closely with the CEO to translate strategic goals into effective operational practices and supports staff in delivering high‑quality, person‑centered services to adults with disabilities. Key Responsibilities Operational Leadership Oversee daily operations across programs, facilities, and administrative functions Develop, implement, and monitor operational policies, procedures, and internal controls Ensure operational practices align with the organization's mission, values, and strategic plan Identify opportunities to improve efficiency, quality, and service outcomes Program & Compliance Oversight Support program directors and supervisors to ensure consistent, high‑quality service delivery Ensure compliance with all applicable federal, state, and local regulations (e.g., Medicaid waivers, licensing, accreditation, grant requirements) Prepare for and manage audits, inspections, and monitoring visits Track corrective action plans and ensure timely resolution Staff Management & Support Supervise administrative and operations staff as assigned Support onboarding, training, and performance management systems Promote a positive, inclusive, and trauma‑informed workplace culture Ensure staffing coverage aligns with program and operational needs Financial & Administrative Operations Partner with the CEO and finance staff on budgeting, financial monitoring, and cost controls Review operational expenses and recommend efficiencies Oversee contracts, vendors, and facilities management Support grant and contract execution from an operational standpoint Risk Management & Safety Ensure safe, accessible, and compliant facilities and service environments Oversee incident reporting, investigation processes, and follow‑up actions Support emergency preparedness and continuity planning Strategic & Cross‑Functional Collaboration Serve as a thought partner to the CEO on organizational growth and sustainability Collaborate with program, finance, HR, and development functions Represent operations in leadership meetings and, when appropriate, with external partners Required Qualifications Bachelor's degree in Business Administration, Healthcare Administration, Human Services, or a related field (Master's degree preferred) Minimum of 3-5 years of operations or management experience, preferably in a nonprofit, healthcare, or disability services setting Demonstrated knowledge of regulatory compliance and service delivery systems for adults with disabilities Strong leadership, organizational, and problem‑solving skills Excellent written and verbal communication skills Preferred Qualifications Experience with Medicaid‑funded or grant‑funded programs Background in residential, day program, employment, or supportive services for individuals with disabilities Familiarity with quality assurance, performance improvement, and data‑driven decision‑making Core Competencies Mission‑driven leadership Attention to detail and compliance Collaborative and supportive management style Ability to manage multiple priorities in a fast‑paced environment Commitment to inclusion, dignity, and person‑centered practices Physical & Environmental Requirements Ability to work in office, program, and community‑based environments Occasional travel to program sites or community partners Ability to respond to operational needs outside of standard business hours when required
LANGUAGE SKILLS
Ability to read, analyze, and interpret professional literature, research, budgets, technical procedures, and governmental regulations. Ability to write reports, business correspondence, procedure manuals, and grants, a plus. Ability to effectively present information and respond to questions from groups of individuals served, families of individuals served, agency staff, and the general public. Ability to maintain accurate, timely reports, logs and related departmental records.
INTERPERSONAL SKILLS
Ability to relate to community representatives, consumer representatives, co-workers, supervisors, and individuals served in a professional manner so as to demonstrate interpersonal behavior to consumers and promote a healthy work environment.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs and statistical data.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete/abstract variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to determine work priorities, assign work and ensure proper completion of work assignments. While performing the duties of this job, the employee will perform duties in a variety of center and community-based work activities, and on military and space installations, both indoor and outdoor environments. The employee might occasionally lift and/or move up to 30 pounds. The employee will occasionally drive a variety of agency vehicles and trucks.
