Full-Time Position Summary The Operations Manager provides oversight of operations with responsibilities including human resources, training, procurement, office management, administration, and selected financial functions. This role manages employment practices, payroll, employee development, and performance programs while ensuring compliance with policies and procedures. The Operations Manager also oversees procurement processes, vendor relations, and office administration to support organizational efficiency. In addition, this position assists with accounts payable functions and contributes to financial accuracy and accountability. Key Responsibilities Administers employment, compensation, payroll, and benefits programs, including health, retirement, and leave management. Provides guidance on HR policies, employee relations, grievance procedures, and compliance with federal and state regulations (EEO, ADAAA, HIPAA, FMLA, FLSA, etc.). Maintains accurate personnel files, HRIS records, and employee job descriptions. Oversees recruitment, hiring, onboarding, performance management, training, and professional development initiatives. Ensures confidentiality and compliance with employment law and Agency standards. Processes and reconciles payroll, employee deductions, and benefit payments in a timely and accurate manner. Prepares and submits required reports to federal and state agencies (IRS, DOL, GA DOL, etc.). Serves as liaison for employee benefits, workers' compensation, disability, and insurance claims. Manages procurement activities from policy development through implementation, including RFPs, ITBs, RFQs, bid reviews, and vendor negotiations. Maintains procurement-related contracts, agreements, and records in compliance with HUD, federal, state, and local requirements. Oversees contracts with consultants, architects, engineers, and vendors, ensuring adherence to regulations and quality standards. Directs day-to-day administrative operations, including office management, vendor relationships, IT services, facilities, equipment, and supplies. Ensures effective risk management by maintaining Agency insurance policies and coordinating with providers on claims. Handles accounts payable functions and assist with month-end financial reconciliations. Monitors Agency compliance with HUD, Section 3, MBE/WBE, and other regulatory requirements. Prepares and submits required reports to HUD and other governing agencies as required Responds to regulatory inquiries, supports legal proceedings, and collaborates with Agency counsel as needed. Ensures quarterly performance reviews are conducted, tracks employee goals, and contributes to organizational planning and evaluation. Ensures ethical stewardship of Agency resources and assets. Other Duties Performs special projects, research, and analysis as assigned by the Executive Director and/or Deputy Director. Education and Experience A Bachelor's Degree in Human Resource Management, Business Administration, Accounting or related field from an accredited college or university with five (5) years of responsible Human Resources experience or an equivalent combination of education, training, and experience resulting in the ability to fulfill the essential job duties of the position. The following Certifications must be obtained within one (1) year of employment or other allowable period of hire as authorized by the Executive Director or his/her designee: - Fair Housing One (1) of the following Professional in Human Resources Certification(s) preferred: Professional Human Resource (PHR), SHRM's Professional Certified Professional (SHRM-CP), Senior Professional Human Resource (SPHR), SHRM's Senior Certified Professional (SHRM-SCP) Knowledge and Skills 1. Comprehensive knowledge of human resources practices, employment law, payroll, benefits administration, and employee relations. 2. Strong understanding of procurement processes, vendor management, and contract administration. 3. Working knowledge of accounts payable, financial reporting, and month-end reconciliation procedures. 4. Familiarity with HUD regulations, Section 3, MBE/WBE compliance, and other federal, state, and local requirements. 5. Proficiency in HRIS, payroll systems, and standard office software (Microsoft Office Suite; knowledge of Yardi or similar systems preferred). 6. Excellent organizational and project management skills with the ability to prioritize competing deadlines. 7. Strong analytical, problem-solving, and decision-making abilities. 8. Effective written and verbal communication skills with the ability to present information clearly to staff, leadership, and external partners. 9. Ability to exercise discretion, maintain confidentiality, and demonstrate sound judgment in sensitive matters. 10. Leadership skills to guide staff, foster collaboration, and support a positive workplace culture. Supervision Controls
  • The Operations Manager works under the general direction of the Executive Director, who provides overall objectives and policy guidance.
  • The Operations Manager exercises independent judgment in planning, prioritizing, and carrying out responsibilities in accordance with established laws, regulations, policies, and procedures.
  • Completed work is reviewed in terms of overall effectiveness, compliance with regulatory requirements, and contribution to the Agency's mission and goals.
  • The Operations Manager provides guidance and direction to support staff, consultants, and vendors as assigned, ensuring accountability and effective performance.
Guidelines The employee refers to government regulations, federal, state and local laws, and Agency policies and procedures in performing work. These guidelines cover most job-related situations, although the employee is frequently required to use independent judgment in making decisions. If guidelines do not cover a situation, the employee consults the Executive Director, legal counsel or makes a decision based on the circumstances and experience. Complexity The employee performs a moderate number of routine tasks and other related tasks that are not routine in nature. The course of action is determined by established procedure, the supervisor, or the employee. Tasks frequently have to be coordinated, integrated, and/or prioritized. conflicting data. Responding to staff members and coworkers on a continuing basis necessitates great patience, tact, and diplomacy. Dealing with employee-related benefits issues may be difficult and time-consuming. Physical Requirements Work is principally sedentary, but may involve some physical exertion, such as kneeling, crouching, or lifting to obtain files, records, and office supplies, and eyestrain from working with computers and other office equipment. Must be able to sit or stand for up to eight (8) hours at a time while performing essential work duties. Must be able to bend, stoop, push, and pull in the performance of essential office-related duties (e.g. moving or carrying objects or materials). Must be able to use fingers bilaterally and unilaterally to operate job-related equipment. Must occasionally lift and/or move up to 25 lbs. Must have vision corrected to include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Must have hearing corrected to be able to perform essential job functions. Must maintain a professional appearance and portray a positive image for the Agency. Must be able to maintain punctuality and attendance as scheduled. Must be able to perform essential job functions in an environment that will sometimes include increased levels of work-related stress. Work Environment Work involves the normal risks or discomfort associated with an office environment and is usually in an area that is adequately cooled, heated, lighted, and ventilated. Other Requirements 1. Must possess a State of Georgia driver's license and maintain a good driving record. 2. May be required to work an unusual work schedule. 3. Must work with the highest degree of confidentiality. 4. Must be available for occasional overnight travel for training. 5. Must pass employment drug screening & criminal background check.
