SEPP Housing Properties and Administrative Offices Director of Operations - Affordable Housing, Property Management, Development & Consulting The SEPP Group is seeking an experienced Director of Operations to provide leadership across its affordable housing portfolio while supporting the continued growth and expansion of the organization. This position will oversee housing operations, property management, compliance, resident services, while also playing a significant role in new housing development, organizational expansion, funding strategy, and the continued development of SEPP's consulting services. The ideal candidate will bring hands-on experience in affordable housing operations, federal, state, and local housing programs, staff supervision, regulatory compliance, grant administration, housing development, and community development. This position requires someone who can balance high-level organizational planning with regular involvement in property and program operations. Responsibilities Housing Operations and Staff Leadership
- Provide overall leadership and oversight of SEPP's affordable housing properties and housing programs.
- Directly supervise and support the Housing Operations and Compliance Coordinator and property management staff, establishing clear expectations for property oversight, file review, occupancy, resident concerns, inspections, maintenance issues, and operational consistency.
- Work closely with the Housing Operations and Compliance Coordinator to ensure accurate and timely information regarding conditions at each property is provided to senior leadership.
- Maintain regular communication with Housing Operations and Compliance Coordinator, property managers and staff and provide guidance on operational, compliance, resident, and lease-related concerns.
- Foster accountability while providing staff with mentorship, training, and professional development opportunities.
- Identify operational concerns early and develop practical solutions to prevent larger organizational or compliance issues.
- Develop and update policies and procedures that improve consistency, efficiency, documentation, and resident services throughout the organization. Compliance and Program Oversight
- Maintain strong oversight of federal, state, and local affordable housing requirements applicable to SEPP properties and programs.
- Provide leadership on regulatory compliance including but not limited to New York State HCR, HUD, Rural Development, tax credit programs, and other funding or regulatory agencies.
- Ensure property files, tenant eligibility documentation, inspections, reporting, and operational practices are maintained in preparation for monitoring and regulatory review.
- Work with staff to correct compliance deficiencies and strengthen internal systems as well as identify outside monitoring/training resources as appropriate and budgeted.
- Coordinate with funding agencies, consultants, auditors, attorneys, and other professionals when necessary. Housing Development and Organizational Expansion
- Work directly with the Executive Director and organizational leadership to identify opportunities for new affordable housing development, acquisition, rehabilitation, and preservation.
- Assist with evaluating potential development sites and projects, including preliminary feasibility, funding opportunities, operational considerations, and long-term sustainability.
- Participate in pre-development activities and coordinate with municipalities, developers, architects, engineers, attorneys, lenders, nonprofit partners, and public funding agencies.
- Help develop financing strategies using available federal, state, local, and private resources, including affordable housing and community development funding.
- Support grant applications, funding proposals, project budgets, development schedules, and other materials necessary to advance projects.
- Evaluate opportunities to expand SEPP's housing portfolio while ensuring that organizational staffing and operational systems grow alongside the portfolio.
- Develop partnerships with municipalities, nonprofit organizations, housing agencies, developers, and community organizations that can support future development opportunities.
- Assist leadership in identifying geographic areas and populations where SEPP's experience can be used to address unmet housing needs. Financial and Organizational Management
- Assist the Executive Director with operating budgets, program budgets, development budgets, financial planning, and long-term organizational strategy.
- Monitor operational performance and identify opportunities to improve efficiency while maintaining strong resident services.
- Assist in evaluating staffing needs as properties, programs, development activities, and consulting services expand.
- Work collaboratively with leadership to establish measurable organizational goals and track progress.
- Provide the Executive Director with accurate, timely information necessary for operational and strategic decision-making. Qualifications
- Significant professional experience in affordable housing, housing administration, community development, nonprofit operations, property management, or a related field.
- Demonstrated experience supervising staff and coordinating multiple programs or operational responsibilities.
- Strong working knowledge of affordable housing programs and regulatory requirements at the federal, state, and local levels.
- Experience with housing compliance, tenant eligibility, inspections, occupancy, resident services, and property operations.
- Experience with grant-funded housing or community development programs and the administration of public funding.
- Experience participating in housing development, rehabilitation, acquisition, preservation, or other real estate development activities.
- Ability to work effectively with municipalities, government agencies, nonprofit organizations, consultants, attorneys, contractors, developers, and funding partners.
- Strong organizational, financial, analytical, written, and verbal communication skills.
- Ability to develop systems, policies, and procedures while remaining actively involved in day-to-day operations.
- Experience with Yardi or comparable property management software preferred.
- Experience developing consulting, fee-for-service, or external management services is preferred.
Education and Professional Experience A bachelor's or associate degree in business, real estate, finance, accounting, community development, social sciences, or a related field is preferred. Significant directly related professional experience in affordable housing, housing programs, community development, nonprofit management, or housing development may be considered in combination with education. Relevant affordable housing, occupancy, tax credit, property management, or compliance certifications are preferred but may be obtained following employment.
Location:
The SEPP Group - Binghamton, New York Some local travel is required.
Pay:
$75,175.59 - $90,534.05 per year
