Job Description

The role provides overall leadership for the safe, reliable, legally compliant, environmentally sound and profitable operation of the Chlor-Alkali process and loading of products at this plant according to the strategy of business management. This includes managing and developing internal operations and shipping resources. Driving continuous improvement in support of existing KPIs and future growth is a critical part of this role. Operations Manager Ensure employees are prepared to respond to site emergencies. Ensure assets are operated within their designed parameters. Ensure robust safe work systems are in place and hazard assessments performed (both process & behavioral). Support and promote annual SHE Improvement Plan activities and objectives. Drive site operations team to SHE (including process safety) targets and demonstrate improvements for employees and contractors. Support and conduct incident investigations. Support PSM Compliance and review all process changes through management of change system. Support reporting of and investigations into operating envelope excursions. Accountability 2: Reliability Most important activities: Develop plans for site achievement of reliability/OEE targets for production. Deliver on budgeted production. Develop systems to ensure reliability continually improves by improving overall equipment performance. Develop KPIs to demonstrate continuous improvement in reliability. Ensure data is utilized in development of reliability improvement plans. Ensure S/C and operations are aligned on monthly manufacturing plans and targets Monitor and report on Reliability and OEE of the facility and sub systems. Accountability 3: Operations Most important activities: Coordinate with Maintenance to promote timely system repairs to ensure a highly reliable facility. Ensure team works effectively to monitor and operate the facility in a safe and efficient manner including regular sampling, process readings, and preventive maintenance. Identify areas for process improvements, working with maintenance and engineering to define and implement. Identify areas needing additional training and guidance and ensure training resources address them to improve safety, process safety, and plant reliability. Monitor daily plant operations and monthly down time reporting. Support Engineering, Maintenance and Operations personnel with operations knowledge and expertise. Assist in troubleshooting operational issues throughout the facility. Guide engineering in designing system modifications and enhancements to ensure they meet production's needs. Accountability 4: Budget Most important activities: Ensure compliance with work management systems which allow control of work and spend including discretionary overtime. Coach team to deliver cost effective solutions. Develop and maintain KPIs to monitor performance to budget. Lead regular expenditure reviews with team and provide support to fixed cost reduction. Act as primary contact for purchasing, proactively support procurement excellence initiatives. Accountability 5: Leadership Most important activities: Lead the use of operations best practices. Develop and maintain KPIs to monitor team performance. Actively manage the competence and training needs of the team. Provide leadership, guidance, coaching and decision making, to ensure employees understand company goals, policies and processes, and have the knowledge and resources needed to accomplish them. Maintain an engaged and motivated workforce. Report opportunities and risk to management. Lead by example; model senses of urgency, ownership, and discipline. Optimize staffing levels to support current production requirements. Delegate responsibilities to direct reports to achieve short term and long term Operating objectives.
