Job Description
Job Overview The Operations Supervisor at Oregon Coast Scenic Railroad is the leader of the Operations Department of our non-profit heritage railroad that is focused on educating about, preserving, and restoring the logging railroad heritage of the Pacific Northwest. The individual in this position directly supervises operations staff, handles regulatory compliance for train operations, and is responsible for scheduling and training within their department. While a detailed description of duties is laid out below, other duties outside of this description can and will be assigned. This position is salaried with 100% employer paid health benefits, and a generous PTO package.
Essential Duties:
1. Directly manage day to day railroad operations staff, including train crew, shift leads and on-board staff, ensuring a safe, efficient and positive experience at the railroad. 2. Monitor performance of direct reports to ensure that company policies and procedures are being followed for customer service, operating practices and safety, taking action to correct any performance concerns when necessary. 3. Ensure compliance with Federal Railroad Administration (FRA) and Oregon Department of Transportation (ODOT) rules and regulations in the operations department. 4. Act as the dispatching authority of the railroad, communicating with various department heads and contractors to create Track Bulletins and Daily Briefings for each day. 5. Lead operations department classroom training and testing as well as organization-wide safety training and testing with the assistance of the Executive Director, Chief Mechanical Officer, Roadmaster and Designated Supervisor(s) of Locomotive Engineers. 6. Assists in the on-the-job training and efficiency testing of train operations and on-board service crew. 7. Create monthly schedules for train operations and on-board services crews. 8. Helps fill vacant train crew and on-board service crew positions when necessary. 9. Assist the Chief Mechanical Officer and Roadmaster in the planning and performing of repairs and rehabilitation when needed to track, rolling stock and other infrastructure to essential to safe and efficient operations. 10. Assist Executive Director and Administrative Manager with development of, and adherence to, a schedule and budget for the operations department. Assist with the planning, staffing and execution of special events as relates to operations. 12. Maintain all assigned tools and equipment in good repair and ready for use. 13. Maintain and continues development of a network of manufacturers and suppliers to procure parts and services.Work Conditions:
1. Work outside in all weather conditions. 2. Work weekends periodically, or other non-traditional hours as needed. 3. Occasional travel. 4. Regular interactions and work with management, staff, guests, members of the public, and officials. 5. Frequent need for wearing and enforcing the use of PPE. 6. Exposure in a shop and field setting with oil, soot, dust, paint, noise, dust, irritants, moving mechanical parts and equipment.Physical Demands Note:

Must be able to exert a negligible amount of force constantly. 3. Ability to step on and off equipment safely (either standing or moving) and work and balance from ladders to perform tasks. 4. Ability to walk the length of trains on uneven ground and safely ride the side of railcars. Performance Measures 1. Arriving to work on time and ready for duty. 2. Neat and clean appearance adhering to the dress code. 3. Complies with and enforces all current OCSR policies and procedures. 4. Effectiveness at ensuring work is completed on time and to the standards of the railroad by themselves and the crew they are managing. 5. Ability to communicate effectively and respectfully with the rest of the staff. 6. Aptitude in identifying performance concerns with direct reports and correcting them in a timely and respectful manner. 7. Timely reporting of more major concerns and issues to upper management so that they can be addressed in an efficient manner. 8. Courteous and efficient relations with guests. 9. Good problem-solving skills that are consistent with OCSR policies and procedures. 10. Proper handling and treatment of company property. 11. Works safely and efficiently and maintains a clean and orderly workplace.Requirements:
1. High School Diploma/GED required. Bachelor's degree preferred. 2. Must have at least 2 years previous railroading experience or poses a high level of knowledge of railroading operations. 3. Supervisory experience preferred. 4. Knowledge of or ability to obtain and maintain knowledge of applicable CFR Part 49 regulations pertaining to railroad operations required. 5. Experience as a locomotive engineer, fireman or conductor preferred. Experience in or willingness to train and develop expertise in steam operations is highly desirable. 6. Must be able to meet deadlines and follow schedules. 7. Must be able to carry out both written and verbal instructions. 8. Must have the ability to communicate with, direct and coach direct reports and work in a team environment. 9. Must be able to work in fast paced environment and respond to unplanned events and circumstances. 10. Strong verbal, written and communication skills as well as organizational skills needed. 11. Computer and online skills preferred. 12. Ability to pass drug/alcohol prescreening. 13. Valid driver license with no DUI/DWI offenses. Communication At OCSR email is our primary form of communication for scheduling and getting out other information. Text is the secondary form of communication. As such, it is highly encouraged that all OCSR employees provide a current email that they check frequently to stay up-to-date with the most current information.
