Privately Owned Medicaid-Funded Home Care Company A well-established, privately owned home care company is seeking an experienced and highly motivated Multi-State Operations Manager to oversee operations across six to seven locations in Idaho and Washington. Our organization provides non-medical, in-home care through Medicaid and other funding programs. With approximately $20 million in annual revenue and a large, geographically dispersed workforce, we need a hands-on operational leader who can strengthen accountability, improve performance, and ensure consistent compliance throughout the organization. The identity of the company will remain confidential during the initial application and screening process. Position Summary The Multi-State Operations Director will provide leadership and operational oversight for all branch locations. This position will work directly with branch administrators and department leaders to improve service delivery, workforce stability, regulatory compliance, financial performance, and organizational consistency. The ideal candidate understands the unique challenges of Medicaid-funded home care, including reimbursement limitations, caregiver recruitment and retention, authorization management, electronic visit verification, documentation requirements, and state regulatory compliance. This position reports directly to company ownership and executive leadership. Primary Responsibilities Oversee daily operations across six to seven locations in Idaho and Washington. Lead, coach, and hold branch administrators and operational managers accountable. Establish consistent operational standards, policies, and performance expectations. Monitor service hours, revenue, labor costs, overtime, administrative expenses, and branch profitability. Improve caregiver recruitment, onboarding, scheduling, retention, and workforce utilization. Ensure compliance with Medicaid requirements, state regulations, payer contracts, EVV requirements, and company policies. Monitor client authorizations, service delivery, documentation, billing readiness, and unstaffed shifts. Identify operational concerns and implement timely corrective-action plans. Prepare locations for licensing reviews, audits, surveys, and payer inspections. Review key performance indicators and provide regular reports to ownership. Collaborate with HR, payroll, billing, finance, compliance, and program leadership. Assist with annual budgets, staffing plans, strategic initiatives, and organizational growth. Travel regularly among company locations. Provide leadership during urgent staffing, compliance, or client-service situations. Required Qualifications At least five years of progressive operational leadership experience in home care, home health, healthcare, human services, or another regulated service organization. At least three years of experience overseeing multiple locations, departments, or management teams. Demonstrated ability to manage a large hourly workforce. Strong understanding of Medicaid-funded services and regulatory compliance. Experience managing budgets, labor expenses, staffing levels, and operational performance. Proven ability to establish accountability and lead managers through organizational change. Strong analytical, problem-solving, communication, and decision-making skills. Ability to travel regularly throughout Idaho and Washington. Valid driver's license and reliable transportation. Preferred Qualifications Direct leadership experience within a Medicaid-funded personal-care or non-medical home care agency. Knowledge of Idaho and Washington home care regulations. Experience with electronic visit verification, scheduling, billing, payroll, and home care management systems. Experience overseeing a multi-location organization with several hundred employees. Bachelor's degree in business administration, healthcare administration, organizational leadership, or a related field. Equivalent senior-level experience will also be considered. What Success Looks Like The successful candidate will create greater consistency and accountability across all locations while improving workforce stability, service delivery, regulatory compliance, and financial performance. This individual must be equally comfortable developing organizational strategies, coaching managers, analyzing performance data, and becoming directly involved when operational challenges require immediate attention. This position requires a consistent, visible presence throughout the organization. The Multi-State Operations Director will regularly travel among company offices in Idaho and Washington to support local administrators, understand branch-level challenges, develop employees, and ensure consistent operational practices. The successful candidate must enjoy working directly with local teams and recognize that effective oversight requires spending meaningful time in each office; not managing locations exclusively through reports, email, or virtual meetings. Travel is expected to represent approximately 30%-50% of the position , depending on operational needs. Some overnight travel may be required. Business travel expenses will be reimbursed according to company policy. Related Responsibilities Maintain a regular rotation among all company locations, with additional onsite support provided when an office is experiencing operational challenges. Build productive relationships with branch administrators, office employees, caregivers, and department leaders. Provide hands-on coaching, training, problem-solving, and leadership development to local management teams. Identify the individual needs of each location and develop practical plans to improve performance. Promote communication and cooperation among offices while ensuring consistent companywide standards. Assist local leadership during staffing shortages, management transitions, compliance concerns, audits, and other significant operational events. Ensure branch employees feel supported by executive leadership while maintaining clear expectations and accountability. Follow up on improvement plans through regular onsite visits, performance reviews, and communication with local leaders. Required Availability Candidates must be able and willing to: Travel regularly throughout Idaho and Washington. Adjust their travel schedule based on the needs of individual offices. Spend multiple consecutive days at a branch when additional support is needed. Occasionally travel overnight or respond to urgent operational situations. Maintain a valid driver's license and reliable transportation.
