09/22/2026 Job Description Job Description Position Overview RLP Home Builders, a locally owned and operated homebuilding company serving Northwest Arkansas since 2008, is seeking a dedicated and experienced Purchasing Manager to oversee all material purchasing, permitting, utility coordination, and construction-related administrative processes. This role is responsible for ensuring projects have the materials, permits, and utility services necessary to maintain construction schedules and deliver quality homes efficiently. The Purchasing Manager will work closely with vendors, utility providers, municipalities, trade partners, and construction staff to support all phases of residential construction. Key Responsibilities Serve as the primary point of contact for material procurement, permitting, and utility coordination across all active projects. Solicit bids, negotiate pricing, and purchase construction materials, supplies, and equipment. Establish and maintain strong relationships with suppliers, vendors, trade partners, and service providers. Monitor material costs, lead times, and availability to ensure projects remain on schedule and within budget. Prepare, submit, and track permit applications with local municipalities and governing agencies. Coordinate inspections and ensure required documentation is submitted accurately and timely. Set up and manage utility accounts for construction sites and completed homes, including electric, water, sewer, gas, and other services as needed. Track utility activations and coordinate with providers to prevent project delays. Maintain accurate records of purchase orders, invoices, permits, utility accounts, and project documentation. Work closely with construction managers, superintendents, and accounting personnel to support project schedules and budgets. Identify cost-saving opportunities and process improvements related to purchasing and project administration. Resolve purchasing, permitting, or utility-related issues quickly and professionally. Uphold RLP's reputation for professionalism, organization, and quality service. Qualifications 3+ years of experience in purchasing, construction administration, project coordination, homebuilding, or a related field. Strong understanding of residential construction materials, vendors, and procurement processes. Experience working with permits, municipalities, utility providers, or regulatory agencies preferred. Excellent organizational and time-management skills. Strong communication and negotiation abilities. Ability to manage multiple projects and deadlines simultaneously. Comfortable working independently while coordinating with multiple departments and external partners. Proficiency with Microsoft Office, including Excel and Outlook. Valid driver's license and reliable transportation. Skills & Competencies Knowledge of residential construction practices and building processes. Strong attention to detail and accuracy in documentation and record keeping. Ability to build and maintain vendor and supplier relationships. Effective problem-solving and decision-making skills. Ability to coordinate multiple projects, schedules, and deadlines. Cost-conscious mindset with a focus on efficiency and value. Professional communication skills when interacting with vendors, municipalities, utility providers, homeowners, and team members.
