Job Overview Marketech International Corporation USA is seeking an experienced Supply Chain Department Manager to lead the company's procurement operations, with a primary focus on purchasing procedures and supplier control. This role is responsible for overseeing the end-to-end procurement process — from sourcing and supplier qualification through purchase order execution, contract negotiation, and supplier performance management — ensuring critical materials, equipment, and services are procured compliantly, on time, and within budget to support semiconductor facility construction projects. The ideal candidate combines strong procurement leadership with hands-on experience in semiconductor or facility-related industries (water/gas/chemical process systems, facility engineering, or project management), and has a proven track record building and managing purchasing teams. Key Responsibilities Procurement Procedures & Governance Establish, standardize, and continuously improve procurement procedures, purchasing policies, and approval workflows across the department. Ensure all purchasing activities comply with company procurement policy, internal controls, budget authorization, and audit requirements. Lead the full purchase order lifecycle: requisition review, bid/quote comparison, contract negotiation, PO issuance, and order fulfillment tracking. Develop and maintain SOPs for sourcing, purchasing, and supplier onboarding to ensure consistency and traceability. Supplier Management & Control Develop and maintain strategic relationships with domestic and international suppliers, manufacturers, and service partners. Lead supplier qualification, evaluation, and periodic performance review (quality, delivery, pricing, compliance, financial stability). Implement supplier scorecards, corrective-action tracking, and risk-mitigation strategies for single-source or long-lead suppliers. Lead commercial negotiations on pricing, payment terms, delivery schedules, and contractual terms. Team Leadership Lead, mentor, and manage a procurement team, setting clear goals, workload allocation, and performance expectations. Support recruitment, training, and capability development within the supply chain function. Establish KPIs and reporting standards for procurement cycle time, cost savings, supplier compliance, and team performance. Cross-Functional Collaboration Partner with engineering, construction, project management, finance, and warehouse teams to align procurement activities with project schedules and technical specifications. Communicate procurement risks, supplier issues, and cost opportunities to leadership. Participate in project meetings, supplier negotiations, and executive procurement reviews as required.Required Qualifications Procurement leadership experience:
Minimum 3+ years of experience as a Procurement Supervisor/Manager leading purchasing and contracting activities.Team management:
Proven experience directly managing a team of 5 or more. Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or a related field. Strong knowledge of procurement processes, contract negotiation, supplier management, and purchasing compliance/controls. Experience with ERP or purchasing systems. Strong analytical, negotiation, leadership, and communication skills. Strong written and verbal English communication skills. Proficiency with Microsoft Office (Excel, Outlook, Word, PowerPoint, Teams). Preferred Qualifications Industry experience in water/gas/chemical process systems, facility engineering, or project management within semiconductor or high-tech manufacturing environments is strongly preferred. Experience supporting semiconductor fabs, cleanroom construction, or MEP/utility systems procurement. Experience with SAP, Oracle, Microsoft Dynamics, NetSuite, or other ERP/procurement-management systems. Bilingual English/Mandarin Chinese communication skills are a plus. Work may include office-based procurement planning, supplier meetings, inventory reviews, logistics coordination, warehouse support, project-status meetings, and executive reporting. The Procurement Manager must be comfortable managing time-sensitive material requirements, complex supplier relationships, project schedules, and operational risks. The position requires strong collaboration across engineering, manufacturing, logistics, finance, construction, warehouse, and leadership teams in a fast-paced environment.
