Job Description

District 61 - Unit 001 - Baton Rouge At DOTD, our mission is to innovatively develop and sustain safe and reliable infrastructure comprising highways, multimodal transportation assets, micro-mobility systems, and public works. About this position The overall function of this position is to serve as the primary assistant to the Administrative Program Manager 3 and the ADA of Business in the Fiscal Management of DOTD programs and projects. This position is located in the District 61, Unit 001, Business Office of the Department of Transportation and Development and reports directly to the Administrative Program Manager 3 It serves as the chief procurement specialist for the District, orchestrating procurement actions while ensuring compliance with all District, Agency, and State Procurement Policies and Procedures in the procurement of goods and services. Responsible for ensuring accurate processing of all procurement activities including contract and non-contract purchases, supporting District operations.

EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties:
Procurement/Perpetual Inventory:
Serves as the District's lead procurement specialist, managing purchasing activities and ensuring compliance with all relevant policies and procedures. Oversees accurate processing of procurement actions, including both contract and non-contract purchases, to support operations. Researches and develops requisitions, collaborating with staff and vendors to create specifications that meet fiscal and operational requirements. Coordinates with headquarters procurement officials to ensure alignment with broader organizational standards. Establishes and maintains systems for managing purchase orders and procurement documentation using SAP, ERP, SRM, and other tools. Directs stockroom operations, including inventory control, audits, and annual physical inventory, ensuring proper tracking and policy compliance across all units.
Administrative Functions:
Establishes job duties for direct reports and exercises signatory authority over personnel matters such as leave, evaluations, and corrective actions. Serves as the main point of contact for external vendors providing facility and support services (e.g., HVAC, elevators, alarm systems). Prepares complex statistical spreadsheets to support management decision-making on procurement activities. Tracks and updates data on pending and current acquisitions for all administrative units. Provides recommendations on inventory levels and related expenditures to support budget forecasting.
