  • Program Manager, Flexible Contract Workforce (FCW)
  • Flexible Contract Workforce program is run in-house, not through a managed service provider.
The team owns the full contingent worker lifecycle end to end — sourcing, supplier management, onboarding, extensions, compliance and reporting. That model means this role sits close to the business. You will work directly with Responsible People (ORPs) across every division, advise them on how to get the talent they need, and hold the line on process and compliance when it matters. It is a fast-paced, high-volume environment where judgment counts as much as execution.
  • Responsibilities:
  • + Sourcing and requisition management + Partner with ORPs to understand new contract needs and translate them into well-scoped requests in Beeline + Consult with ORPs on sourcing strategy, process and operational best practice — advising rather than order-taking + Review candidate submissions, coordinate interviews and extend offers + Guide ORPs through onboarding once a candidate is selected + Supplier and vendor management + Partner and negotiate with suppliers across the end-to-end lifecycle: sourcing and selection, rate negotiation, onboarding and offboarding, and invoicing + Track supplier performance against agreed SLAs and raise issues where standards are not being met + Research and resolve vendor invoice discrepancies and billing questions + Lifecycle operations + Process contract worker extensions and terminations + Manage tenure tracking against program policy, flagging workers approaching tenure limits early enough for the business to plan + Support the annual year-end renewal cycle + Provision equipment for new contract workers in ServiceNow + Monitor the shared FCW inbox, responding directly and escalating where required + Reporting and program metrics + Run and interpret reports in Workday and Beeline + Compile request activity and program metrics in Excel, including pivot-based analysis of headcount, spend and cycle time + Support the Senior Manager in preparing the monthly program metrics report for leadership + Risk, compliance and continuous improvement + Identify and resolve risks across contracts, finance and compliance, escalating early where an issue could affect the business + Handle worker and supplier data with appropriate confidentiality and care + Support organizational initiatives to improve process, reduce manual effort and strengthen controls + Support ad hoc program initiatives as needed •
Requirements:
  • Required
  • + 6 years of experience in the contingent workforce industry — client-side, supplier-side or
MSP + VMS
experience required; Beeline strongly preferred, other platforms considered + Strong Excel skills — comfortable with advanced pivot tables, lookups and formula-driven analysis + High attention to detail, with a proven ability to manage multiple competing priorities in a fast-paced, high-volume environment + A solution-focused critical thinker who will question and challenge program scenarios rather than simply process them and is comfortable with ambiguity + Excellent written and verbal communication skills, with the credibility to advise senior stakeholders directly + Ability to work proactively and independently, with sound judgment on when to escalate + Bachelor's degree, or equivalent practical experience

  • + Workday experience + Pharmaceutical, biotech or other regulated industry background + Familiarity with procurement systems and the purchase requisition and purchase order process (Ariba or similar) + Experience supporting a contingent workforce tenure or compliance policy + Experience in an in-house program model rather than an outsourced MSP
