Job Summary The Procurement Supervisor performs highly advanced and supervisory (senior-level) work overseeing all aspects of the agency's Procurement and Contracting functions. Supervises the agency Purchasers and Contract Specialists. Provides guidance to agency staff in all aspects of contract and purchasing and ensures that all contracting activities are conducted in compliance with state and agency policies, rules, regulations, and requirements. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Essential Tasks Supervises the Purchasing Team and all aspects of the agency's procurement activities. Develops and maintains contracts, amendments, and/or solicitations and negotiates contract specifications, requirements, and terms. Coordinates and facilitates procurement-related meetings, such as kick-off (Project Charter) and pre-proposal meetings, risk assessment process for contract planning and monitoring, post-award conferences, team briefings, and evaluation scoring. Negotiates contracts, contract renewals, and amendments. Monitors legal and regulatory requirements pertaining to state agency contracting and purchasing, and develops and updates the contract management manual and contract administration and purchasing policies and procedures. Compiles data for and ensures submission of all required purchasing and contract-related reports. Trains the Purchasing Team, Receivers, and Purchasing support staff on CAPPS Financial System; also provides Level 1 support to agency staff of the CAPPS Financial System. Oversees and complies with VetHUB program participation and reporting requirements. Attends work regularly in accordance with agency leave and attendance policies. Complies with all applicable agency policies and procedures, including safety and standards of conduct. Other Tasks Works closely with IT, Legal, Accounting, and Grant departments to ensure compliance in procurement and contracts. Qualifications Veterans, Reservist or Guardsmen with an MOS or additional duties that fall in the fields for related fields pertaining to the minimum experience requirements may meet the minimum qualifications for this position and are highly encouraged to apply. Minimum Qualifications Graduation from an accredited four-year college or university with major coursework in business administration, accounting or a related field. One year of advanced procurement or purchasing experience will substitute for the degree on a year-for-year basis (up to 4 years). Five years of procurement work experience to include: purchasing, solicitation, evaluation, contract development, contract specification development and/or review. Two years' experience with contract development and negotiations. Experience with standard desktop software. Public contact experience. Supervisory or Team Lead experience. Preferred Qualifications Experience planning, developing, drafting, managing, or overseeing contract instruments or purchase orders for a Texas State agency. Experience with contract development and negotiations for a state agency. Experience with State of Texas Solicitation development Experience using Centralized Accounting and Payroll/Personnel System (CAPPS) application. Purchasing or contract management experience. Certified Texas Contract Developer (CTCD). Certified Texas Contract Manager (CTCM). Experience with DIR cooperative contracts and deliverables-based IT Services. Knowledge Skills and Abilities Knowledge of laws governing contract management and state purchasing operations. Knowledge of negotiating contracts, developing contracts, and the policies and procedures of contract management. Skill in using computers and applicable software. Ability to effectively communicate orally and in writing and maintain effective working relationships. Ability to prepare concise and accurate documents in a timely manner based on sound judgment. Ability to supervise the work of others and provide appropriate feedback and training. Ability to identify, define, and solve problems. Ability to maintain an electronic system of adequate record-keeping. Ability to locate and utilize print and electronic sources for procurements. Ability to interpret and comply with contract rules, regulations, policies, and procedures. Ability to work under pressure to meet deadlines. Ability to prepare and submit clear, concise, and accurate reports that clearly convey program data. Ability to provide prompt, courteous, and accurate assistance to both internal and external customers. Environmental/Physical Conditions This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, telephone and client/customer contact. It requires the ability to bend, stoop, kneel, and reach as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. The individual must be able to lift, pull, physically handle, and transport records, documents, boxes, and all related information, weighing up to 30 pounds when required. The individual must be able to sit for long periods of time. Less than 5% Travel. Must be willing to occasionally work overtime including nights and weekends. Other Requirements Criminal History Check will be conducted on successful candidate. College transcripts required if claiming college coursework. Must pass Certification exam for both the Certified Texas Contract Developer and Certified Texas Contract Manager within 6 months of employment.
