Job Description
Performs intermediate skilled technical work procuring municipal services, supplies, materials, and equipment, overseeing the purchasing card program, maintaining contracts, processing purchasing orders, and related work as apparent or assigned. Work is performed under the limited supervision of the Director of Finance. Essential Functions Manages procurement processes and enforces policy compliance; creates, sources, and awards solicitations/contracts (RFQ, ITB, RFP, Cooperative, Sole Source, Emergency, etc.); oversees evaluation committees; conducts procurement training. Administers, maintains, and audits the Purchasing Card program; serves as the program administrator for Bank of America's Works application; reviews and reconciles credit card statements and reports. Maintains and updates contract files; verifies all terms and conditions have been met; processes renewals if applicable. Approves purchase orders in the financial software system; determines if proper procurement methods were followed. Orders Salem merchandise and supplies for various departments. Qualification Requirements To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Special Requirements Certified Professional Public Buyer (CCPB) certification is preferred. Valid driver's license in the Commonwealth of Virginia. Education & Experience High school diploma or GED and considerable experience in the procurement of goods and services, or equivalent combination of education and experience. Knowledge, Skills, & Abilities Thorough knowledge of business methods, markets, and purchasing practices; thorough knowledge of the laws relating to public purchasing; thorough knowledge of various grades and qualities of a variety of materials, supplies, and equipment used by the City or School division; thorough knowledge of procedures required for obtaining quotes, bids, and vendor services; general knowledge of standard office procedures, practices, and equipment; ability to write clear and concise specifications; ability to communicate effectively in oral and written form; ability to establish and maintain effective working relationships with associates, contractors, suppliers, and the general public. Physical Requirements This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
