About the Organization The Anti-Recidivism Coalition (ARC) works to end mass incarceration in California. ARC empowers formerly and currently incarcerated individuals to thrive by providing comprehensive reentry services, transitional housing, community support, and opportunities to advocate for systemic change. Through direct services and grassroots policy advocacy, ARC is committed to building safer, healthier communities. Position Summary The Program Manager at Catalina House is responsible for the overall leadership, operations, safety, staffing performance, and program integrity of the transitional housing environment. This position provides direct supervision to Life Coaches and holds final authority over resident compliance decisions, including dismissals. The Program Manager ensures that Catalina House operates as a structured, milestone-driven residential program aligned with ARC's mission, funding requirements, and performance standards. This role carries responsibility for staff oversight, documentation compliance, data integrity, resident progress outcomes, and housing culture. Candidates who have been directly system-impacted are encouraged to apply. Essential Job Functions Oversee daily residential operations and ensure consistent structure across all shifts. Establish and reinforce house expectations, behavioral standards, and program compliance requirements. Monitor resident progress toward employment, education, savings, and permanent housing benchmarks. Implement structured corrective interventions for residents not meeting expectations. Serve as final decision-maker in resident dismissals and significant disciplinary actions. Ensure housing operations align with organizational policies and safety standards. Directly supervise Life Coaches. Conduct weekly supervision meetings and provide structured coaching and feedback. Monitor documentation compliance, case note quality, and milestone tracking accuracy. Implement performance improvement plans when necessary. Coordinate staffing schedules and ensure consistent shift coverage. Ensure 100% completion of Individualized Service Plans (ISPs) within 72 hours of resident intake. Enforce 100% compliance with 24-hour case note documentation standards across the team. Conduct routine documentation audits to ensure accuracy, completeness, and audit readiness. Oversee data quality and ensure alignment with grant reporting and regulatory requirements. Prepare or review program data submissions for leadership and development teams. Oversee onboarding and needs assessments for new residents. Lead regular case review meetings and evaluate resident progress. Identify residents at risk of stagnation or non-compliance and implement structured Coordinate with Therapist and external service providers as appropriate. Respond to escalated behavioral or safety incidents. Ensure proper documentation and follow-up of all incidents. Coordinate crisis intervention strategies with staff and leadership. Maintain compliance with housing regulations and emergency procedures. Exercise budget authority within assigned program allocations. Approve program-related expenditures within delegated limits. Monitor resource utilization to ensure fiscal responsibility and sustainability. Partner with Workforce, Development, and Data teams to ensure program alignment. Ensure reporting deadlines are met with accurate and complete data. Participate in leadership meetings and strategic planning discussions. Other duties as assigned Qualifications Bachelor's degree preferred (not required). Minimum 3-5 years of experience in transitional housing, residential services, or reentry programming. Supervisory experience strongly preferred. Strong documentation, compliance, and data oversight experience. Demonstrated ability to enforce structure and accountability in a residential setting. Trauma-informed practice required. Clean driving record and insurable by ARC's carrier. Lived experience strongly valued. Requirements Must have reliable transportation and current California Driver's License with valid registration and insurance. While performing the duties of this job, the employee is regularly required to sit; drive; use hands and fingers; handle or feel; reach with hands and arms; talk; and hear. The employee is frequently required to walk, balance, stoop, kneel, and/or crouch. (The employee must occasionally lift and/or move up to 15 pounds). Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus. Keyboard data entry required.
