The position has a primary emphasis on Tobacco Retail Licensing (TRL) and Smoke-Free Multi-Unit Housing (SFMUH), while also supporting related environmental prevention strategies that reduce alcohol, tobacco, nicotine, vaping, and other drug-related harm. The Policy Program Coordinator works with youth, residents, tenants, property owners, tobacco retailers, schools, community-based organizations, public health agencies, enforcement partners, and local decision-makers. The role advances policy initiatives from community assessment and education through adoption, implementation, compliance support, evaluation, and long-term sustainability. Duties The following responsibilities describe the general nature and level of work assigned to this position. They are not intended to be an exhaustive list. Duties may be adjusted to meet contractual requirements, organizational priorities, and community needs. 1. Policy Planning and Implementation Coordinate community-level substance use prevention policy initiatives, with an emphasis on Tobacco Retail Licensing (TRL) and Smoke-Free Multi-Unit Housing (SFMUH). Research and summarize public health data, laws, regulations, ordinances, and evidence-informed prevention strategies. Develop and implement annual work plans, timelines, and performance measures. Research, develop, and publish educational materials. Monitor legislative developments, policy implementation, compliance activities, and evaluation efforts. Ensure all activities comply with grant requirements, organizational policies, and applicable lobbying restrictions. 2. Community Engagement and Coalition Building Build collaborative partnerships with youth, residents, schools, community organizations, healthcare providers, housing stakeholders, businesses, public agencies, and local governments. Coordinate community assessments, listening sessions, focus groups, surveys, public forums, and stakeholder meetings. Recruit and engage community members and partners in prevention initiatives. Represent the organization at legislature meetings, trainings, conferences, and community events. 3. Youth Leadership and Prevention Education Recruit, train, and support youth participating in prevention leadership, peer education, and policy education activities. Develop and facilitate prevention education for youth, parents, schools, and community members. Support youth participation in community assessments, presentations, public meetings, and leadership activities while ensuring appropriate supervision and safety. 4. Program Administration, Evaluation, and Grant Compliance Coordinate project schedules, deliverables, meetings, outreach activities, and community events. Maintain accurate program records, databases, and supporting documentation. Collect, analyze, and report program data to demonstrate grant performance and community impact. Prepare timely narrative and quantitative reports and assist with grant applications, budgets, work plans, and sustainability planning. Monitor project progress and communicate implementation challenges and recommendations. 5. Communications and Technical Assistance Provide training and technical assistance to community partners, retailers, housing stakeholders, volunteers, and staff. Ensure communications are culturally responsive, accessible, and consistent with organizational messaging. 6. Organizational Collaboration Participate in supervision, team meetings, professional development, and organizational initiatives. Provide leadership, guidance, and support to interns, volunteers, youth leaders, and assigned project staff. Maintain professional conduct, confidentiality, ethical standards, and a respectful, inclusive work environment. Perform other duties as assigned consistent with the position.

Qualifications:

Knowledge of substance use prevention, environmental prevention, public health policy, tobacco control, health equity, and community engagement principles. Strong project management, organization, time management, research, documentation, and follow-through skills. Ability to manage multiple projects and competing deadlines with limited supervision. Strong writing, public speaking, training, meeting facilitation, and interpersonal communication skills. Ability to read and interpret contracts, regulations, ordinances, governmental documents, and grant requirements. Ability to build trust and collaborate with youth, families, residents, community organizations, businesses, housing stakeholders, and government representatives. Strong judgment, discretion, confidentiality, ethical decision-making, and professional boundaries. Ability to identify problems, evaluate alternatives, reduce risk, and recommend practical solutions. Ability to facilitate respectful discussions involving different experiences, opinions, and priorities. Ability to maintain accurate records and produce clear narrative and quantitative reports. Education and Experience:

A bachelor's degree in public health, Health, Counseling, Social Work, Sociology, Psychology, Health, or a related field is required. Master's Degree preferred. 2 - 5 years' experience in Public Health, community organization, program development, and/or management preferred. Experience coordinating projects, facilitating meetings or trainings, engaging community partners, and working with youth and diverse populations. Experience with Tobacco Retail Licensing (TRL), Smoke-Free Multi-Unit Housing (SFMUH), environmental prevention, public health policy, or coalition building is preferred. Experience collecting and reporting program data, preparing reports, and supporting grant compliance; familiarity with Results-Based Accountability (RBA) or similar evaluation frameworks is preferred. Proficiency with Microsoft Ecosystem and common data management and virtual collaboration platforms. Knowledge of trauma-informed, healing-centered, culturally responsive, and positive youth-development practices. Bilingual English/Spanish preferred.

Other Requirements:

Availability to work occasional evenings and weekends for community meetings, public hearings, trainings, and events. Successful completion of applicable background checks, fingerprinting, and youth-service clearances. TB clearance or testing when required for school- or youth-based assignments. Ability to maintain confidentiality and comply with organizational, contractual, and legal requirements. Ability to work in office, school, community, virtual, retail, housing, and outdoor-event environments. Ability to lift and transport materials weighing up to 25 pounds, with reasonable accommodation when needed. Continued employment is contingent upon grant funding, satisfactory performance, and compliance with organizational policies. Ability to travel to conferences occasionally in and out of state.
