The Program Manager will support the Vice President of Programs in their role, and be responsible for the day-to-day operations of the ITS program to include ongoing evaluation and monitoring of the program and other duties as described below to support the goals and objectives of the ITS program and provide for continuous program improvement. Essential Duties and Responsibilities include the following. Other duties may be assigned. Coordination of Day-to-Day Operations § Collect and manage program paperwork § Maintain program filing systems § Update and process program referrals § Coordinate scheduling of meetings, new TDS orientations and ITSP events § Works collaboratively with ITSP personnel/DCFS/ LA County Probation and others on operational matters § Maintain program curriculum, documents and supplies § Hire and train Area Managers and help hire and train TDS' § Ensures all monthly reporting and invoices are completed on-time § Regularly attend in-person meetings in the LA Offices § Regularly attend in-person meetings with community partners Contract interpretations, enforcement, and support (scope of work) § Possess a strong working knowledge of contract scope of work and ensure contract compliance of all activities § Assist program evaluators, with data or information on contract deliverables § Leads program compliance audits with DCFS Coordinate & Facilitate Meetings/Training § Attend and participate in bi-weekly manager meetings § Coordinate and facilitate staff meetings § Act as role model observing appropriate work schedules, completion of projects, effective, and timely communication § Facilitate selected topics of the new TDS orientation Supervisory Responsibilities § Directly supervises 5 to 15 employees within the ITS program § Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws § Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems § Develop, support, and appraise Area Managers, TDS', office assistants, and their work plans § Train personnel in program and division policies Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience § Bachelor's Degree from a four-year college or university § Three years management or supervisory experience § Five to six years' experience working with at-risk youth or related field Language Skills § Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations § Ability to write reports, business correspondence, and procedure manuals § Ability to effectively present information and respond to questions from groups of managers, youth, employees of the organization, and the general public Mathematical Skills § Basic arithmetic skills and knowledge § Accounting abilities to reconcile and balance monthly reports versus database Reasoning Skills § Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists § Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form Computer Skills § To perform this job successfully, an individual should have proficient personal computer skills including electronic mail, word processing, spreadsheet, PowerPoint, web-based databases, etc. Other Skills and Abilities § Strong research and internet skills § Excellent oral and written communication skills § Comfortable with complex and frequently changing requirements and ability to learn quickly § Ability to handle multiple projects, take initiative, and solve problems as they arise § Strong organization, multi-tasking, and time-management skills § Strong interpersonal skills and ability to communicate effectively with all levels of staff § Analytical problem solving skills § High standards of work ethics, discrete, and confidential § Develop and maintain connections with community partners, social workers, deputy probation officers, county managers, directors, etc.
