Job Description

Position Information The purpose of this classification is to assist the Senior Services Deputy Director in managing the operations and activities of the Senior Services Department including overseeing senior and active adult centers, budget management, supervision of personnel, and department operations. Implements departmental program goals and objectives as assigned. Essential Functions The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Supervises, directs, and evaluates assigned staff of employees and volunteer workers: processes employee concerns and problems; counsels and disciplines as necessary to correct work deficiencies; completes employee performance appraisals; and assists with the screening and selection of new employees. Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides applicable technical expertise. Assists in overseeing programs, services, and activities within the assigned area of oversight, ensuring they are established in alignment with the departmental mission and vision. Contributes significantly to developing, updating, and implementing both short- and long-term goals and objectives; ensuring the initiatives address the evolving needs and diverse interests of multiple generations of older adults. Assists in developing, updating, and implementing policies and procedures within the assigned area of oversight; recommends and drafts amendments relevant to that area. Evaluates the efficiency and effectiveness of operations, processes, procedures, and methodology in the assigned area of oversight; recommends improvements for continuous quality improvement. Assists in the development and management of the budget for the assigned area of oversight; monitors expenditures to ensure compliance with approved budget; submits requests for staffing, equipment and capital improvement needs specific to that area. Assists in ensuring compliance within the area of oversight with all applicable laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations. Researches and compiles various statistical, demographic, or administrative data; makes applicable calculations; analyzes data and identifies trends; prepares reports, charts, graphs, and presentation materials; conducts research of computer databases, Internet sites, hardcopy materials, or other sources as needed. Communicates with supervisor, employees, students, volunteers, other departments, clients, the public, Area Agency on Aging, Department of Human Resources, grant funding agencies, resource persons, community agencies, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends conferences, workshops, and training sessions as appropriate. Attends various meetings, serves on committees, and makes presentations as needed; represents the department and/or the County at various functions as needed. Leads efforts within the assigned area of oversight to ensure compliance with all safety requirements; develops and implements safety policies prior to initiating duties ensures all staff in the area receive annual training on safety policies and that safety standards are consistently followed; maintains safe and healthy working conditions ensuring minimal injury, accidents, liabilities and material waste. Assignment to Senior Support Services may add the following additional job duties: Oversight of the Older Americans Act federal & state grant programs including homebound program, congregate meal program, wellness program, and respite program for those with dementia within the senior centers. Manages government grants with documentation, reporting, and adherence to regulations as required. Works closely with Area Agency on Aging/Legacy Link to prepare RFP, manage contract, and follow proper regulation protocols. Collaborates with supervisor to identify and address areas of financial concern, including grant matters, to jointly determine appropriate communication or action. Oversight of food services program and staff including contracts, inventory, service delivery, health department standards, budget, and cash control. Manages Social Services division; analyzes and assesses the effectiveness of existing programs to ensure the identified program measures are achieved; develops new programs as needed. Assignment to Adult Recreation Services may add the following additional job duties: Responsible for the management of front desk operations in the centers, ensuring excellent customer service in accessing programs, services, and activities; provides applicable training to supervisors and staff. Plans, organizes and coordinates community-based recreation activities for the senior adult population and works to ensure that all services meet the department's mission, vision, and goals. Prepares, for publication, in collaboration with the Communications Department, a variety of brochures, calendars, letters, posters, news releases, flyers, and related communications regarding senior adult programs or services and events in the community. Oversees the rental process for senior center facilities used for private events and programs; ensures that all necessary documents are executed; deposits and payments are collected; monitors events to ensure compliance with county regulations, procedures, and state laws.
ADDITIONAL FUNCTIONS
This classification is designated as a safety sensitive position which is subject to random drug and alcohol testing and any other drug testing methods as stated in policies adopted by Forsyth County concerning drug and alcohol. Performs general/clerical tasks, which may include answering telephone calls, explaining services to prospective clients, receiving/providing referrals for services, making copies, sending/receiving faxes, filing documentation, serving as escort on trips, or conducting visitor tours of senior center. Assists with senior center programs, activities, and special projects as needed. Minimum Qualifications Bachelor's degree from an accredited college or university in any field of study is required, with preference given to degrees in social work, public health, sociology, or related fields; supplemented by five (5) years previous experience and/or training that includes the direct provision of services to seniors and some program administration; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain valid CPR/First Aid certification. Must possess and maintain a valid Georgia driver's license. Assignment to the Senior Services grant programs of Meals on Wheels, Congregate, and Respite requires passing a federal fingerprint background check.
