The Title IV-A Coordinator provides statewide leadership, administration, and technical assistance for the Title IV, Part A - Student Support and Academic Enrichment (SSAE) Grant Program. This position supports effective and compliant implementation of Title IV-A by providing guidance and technical assistance to local educational agencies (LEAs), reviewing program applications and expenditures, monitoring program implementation, and developing statewide resources and professional learning opportunities. The Title IV-A Coordinator supports the Community Schools model and the Family & Community Engagement Conference. The Foster Care Liaison acts as the intermediary between the Idaho Department of Education, Idaho Health and Welfare, and the local educational agencies to provide support in managing foster care student supports. RESPONSIBILITIES
  • Administer the statewide Title IV, Part A - Student Support and Academic Enrichment (SSAE) Grant Program in accordance with federal statutory and regulatory requirements
  • Administer the statewide Ed-Flex application and monitoring for the federally approved Title IV-A flexibilities
  • Review LEA applications, budgets, amendments, and expenditures for programmatic and fiscal compliance with Title IV-A requirements
  • Provide technical assistance and guidance to LEAs regarding allowable uses of funds, program implementation, budgeting, and federal grant requirements
  • Develop and maintain state guidance, procedures, FAQs, tools, and resources to support effective Title IV-A implementation
  • Develop and deliver professional development, webinars, workshops, and other training opportunities for LEA staff
  • Coordinate statewide Title IV-A initiatives supporting Well-Rounded Education, Safe and Healthy Students, and Effective Use of Technology
  • Conduct program monitoring and provide technical assistance or corrective action support to address identified compliance concerns
  • Collaborate with state agencies, education partners, community organizations, and other ESEA programs to coordinate resources and strengthen student support
  • Analyze program, fiscal, and implementation data to identify statewide trends, evaluate program effectiveness, and determine technical assistance needs
  • Assists to systemically build capacity at the district and school level(s) for effective engagement of families and communities in improvement decisions that are made within the school and district system
  • Co-plan and co-facilitate the Idaho Family & Community Engagement Conference
  • Serves as the IDE Liaison to The Idaho Coalition of Community Schools and provide partnerships with community organizations to provide professional networking and mentoring statewide for Idaho's community schools
  • STEP Grant SEA Liaison - support in tribal education agency (TEA) and state educational agency (SEA) collaboration to support Indian Education initiatives through STEP grant activities
  • Indian education liaison to provide additional SEA support for Title IV-A Student Support & Academic Enrichment for Native American students and coordinate statewide tribal consultation activities
  • Participate in the National Comprehensive Center collaborations for Indian Education initiatives Liaison, Foster Care
RESPONSIBILITIES
  • Collaborate with the Idaho Department of Health & Welfare (IDHW) to design statewide processes for students in foster care that align to Every Student Succeeds Act (ESSA) federal provisions
  • Oversee Memorandum of Understanding and Idaho State Guidance Document between the Idaho Department of Education (IDE) and IDHW to be followed by every public-school district
  • Manage and ensure proper implementation of the Idaho ESSA electronic letter system that serves as a communication method between the IDE, IDHW, Local Education Agencies (LEAs) foster care liaisons, and IDHW case social workers
  • Responsible for all Idaho public schools contact information within the ESSA electronic letter database
  • Continual technical support and training for all local school districts in developing and implementing effective transportation procedures to meet the needs of all students in foster care
  • Provide ongoing training for foster care provisions, transportation procedures, and fiscal components
MINIMUM QUALIFICATIONS
  • Bachelor's degree from an accredited college or university
  • Experience supporting academic programs, after school programming, or youth development activities
  • Experience with program management, planning, and coordinating programs and projects
  • Experience interpreting federal and state laws, rules, regulations, and policies and advising on their requirements
  • Ability to manage budgets and track expenditures in accordance with federal or state requirements
  • Must have the ability to communicate well, orally and in writing
  • Must have strong interpersonal skills and abilities to work effectively as a member of a team, promote Idaho Department of Education and Federal Programs team goals and maintain a positive team climate
  • Must have strong organizational skills and ability to manage multiple projects
  • Must be proficient in basic technology applications (e.
g. Microsoft Word, Excel, PowerPoint; online search engines; mobile communication, etc.)
DESIRED QUALIFICATIONS
  • District and/or school level experience in administering Title IV-A or other ESEA programs
  • Current endorsement in teaching and/or administration
  • Experience with the Uniform Grant Guidance and federal grant management principals
PHYSICAL REQUIREMENTS
( with or without reasonable accommodation ) This position requires the ability to perform the following physical and job-related tasks: Operate standard office equipment such as a computer, telephone, copier, and scanner. Perform general administrative duties including typing, filing, answering phones, processing paperwork, and assembling office materials. Read, review, and process both printed and digital documents. Navigate websites and online systems; identify and respond to safety concerns; greet and assist visitors. Maintain focus and attention to detail for extended periods. Understand, communicate, and follow through on program support tasks and responsibilities. Approximately 90% of time is spent sitting at a desk or workstation, up to 4 hours at a time. Approximately 10% of time is spent standing, walking, bending, or kneeling. Occasionally lift items, typically weighing under 5 lbs., and occasionally up to 20 lbs.
TRAVEL REQUIRED
This position requires approximately 20% travel time throughout the state for training and monitoring.

    Vesting in the Public Employee Retirement System of Idaho (PERSI): All employees of the Idaho Department of Education are non-classified. They are appointed by the elected official and serve at the pleasure of the elected official. As such, employees working at a non-classified agency are considered vested in the PERSI retirement system after five (5) consecutive months of service, versus five (5) years of service at a classified agency.
    Tuition Fee Waiver:
    All Idaho Department of Education employees in permanent full-time positions may register for instructional courses during any academic period, at any participating state funded institutions of higher education, for a $20.00 nonrefundable registration fee per semester and $5.00 per credit hour charge.
