Director of Programs Position Overview The Director of Programs is responsible for the successful implementation of HDA's housing and community development programs. This position ensures programs are well coordinated, grant requirements are met, clients receive high-quality services, and Program Managers have the support they need to successfully deliver HDA's mission. Working closely with the Assistant Executive Director, Executive Director, Finance Department, and Leadership Team, the Director of Programs strengthens program systems and helps ensure grant-funded projects are completed on time, within budget, and in compliance with funding requirements. The Director of Programs supervises HDA's Program Managers, the Grant Compliance & Reporting Manager, and the Volunteer Coordinator, and works across departments to improve program performance, client service, and operational effectiveness. The Director of Programs also currently carries significant direct responsibilities within HDA's New Home Program while building the staff capacity and systems needed to transition these responsibilities to other staff over time. Core Responsibilities New Home Program Implementation Provide support for the New Home Program while strengthening systems and staff capacity to transition day-to-day responsibilities to other team members over time.
- Carry out direct New Home Program responsibilities that are currently assigned to the Director of Programs.
- Coordinate client, funding, documentation, and project-related work necessary to keep New Home Program projects moving forward.
- Resolve issues and make program decisions that require Director-level involvement.
- Identify responsibilities that can be delegated or reassigned as staff capacity grows.
- Develop clear processes, tools, and staff training that support the gradual transition of day-to-day New Home Program work to other staff.
- Ensure continuity and quality of service during the transition. Program Operations & Leadership Ensure HDA's non-construction programs are well-led, aligned, and consistently deliver high-quality services
- Provide leadership, guidance, and support to HDA's Program Managers.
- Establish annual goals, priorities, and performance expectations for HDA's non-construction program operations.
- Support Program Managers in solving operational challenges, improving program performance, and removing barriers to success.
- Coordinate work across HDA's non-construction programs to ensure services are aligned, client-centered, and operate efficiently.
- Develop future program leaders through coaching, cross-training, and leadership development. Grant Management & Compliance Ensure HDA's grant-funded programs are effectively managed, fully compliant, and successfully implemented.
- Provide oversight of HDA's grant-funded programs.
- Ensure grant funds are spent within required timelines and according to grant requirements.
- Coordinate grant drawdowns and reimbursement requests with the Finance Department.
- Monitor grant deliverables, reporting deadlines, and compliance requirements across all programs.
- Work closely with the Grant Compliance & Reporting Manager to maintain accurate records and documentation.
- Support grant development by providing program data, compliance guidance, operational information, and review of proposals prepared by the Executive Director and Director of Development & Communications.
- Coordinate program priorities and timelines to support successful implementation of grant-funded projects. Client Services & Pipeline Management Provide leadership for client service delivery and program pipeline, ensuring clients move efficiently through HDA's programs and receive a high-quality experience.
- Oversee the movement of clients through HDA's programs from intake to project completion.
- Ensure client pipelines align with available funding and program requirements.
- Balance client demand with available resources and funding.
- Develop systems and processes that improve the client experience and communication.
- Manage client expectations and resolve client problems and operational issues. Rental Program Oversight Provide organizational leadership for HDA's Rental Program by strengthening program operations, supporting staff, and advancing Strategic Roadmap priorities.
- Provide overall supervision and direction for HDA's Rental Program.
- Support the Rehab & Rental Program Manager in strengthening rental operations.
- Develop clear systems and processes for rental program management.
- Help separate rental operations from rental compliance responsibilities.
- Lead implementation of Strategic Roadmap priorities related to HDA's Rental Program. Program Operations & Continuous Improvement Lead continuous improvement efforts that strengthen HDA's program operations, performance, and organizational effectiveness.
- Develop and improve systems that help HDA's programs operate efficiently and effectively.
- Identify operational challenges and recommend practical solutions.
- Improve coordination between programs, funding requirements, reporting, and client services.
- Track key performance indicators and use program data to improve decision-making and overall program effectiveness. Program Planning & Future Readiness Position HDA's programs for long-term success through proactive planning, strategic alignment, and continuous adaptation.
- Monitor changes in housing programs, regulations, funding opportunities, and compliance requirements.
- Monitor emerging best practices that strengthen HDA's programs and services.
- Work with executive leadership to prepare HDA's programs for new funding opportunities and changing program requirements.
- Lead the annual program planning process by working with Program Managers to establish 12-month objectives that align with HDA's Strategic Roadmap.
- Facilitate quarterly work planning to establish quarterly priorities, monitor progress, and adjust plans as needed.
- Foster shared accountability across Program Managers for achieving organizational priorities, supporting cross-program collaboration, and solving challenges together. Other Duties
- Prepare reports and program updates as requested.
- Serve as a member of HDA's Leadership Team.

- Valid driver's license and ability to travel throughout HDA's service area. Education & Experience
- Bachelor's degree or five or more years of experience in affordable housing, community development, nonprofit management, grant administration, program management, or a related field.
Preferred:
Supervisory experience; experience with federal and state housing programs; experience managing complex grant-funded programs.
