Job Overview The Family Self sufficiency Coordinator (FSS) will recruit, manage, counsel and evaluate residents in the Brockton Housing Authority's Self-Sufficiency program. The FSS coordinator will be responsible for planning, developing and overseeing multiple programs designed to increase the self-sufficiency of low income families and decrease their need of public assistance. The FSS coordinator will conduct orientations, assist in writing action plans, arrange for training opportunities, collect data, file reports, and support participants of the program in achieving their goals. The FSS coordinator will provide technical assistance and services to all departments, residents and staff of the BHA as needed in implementing the goals of the Family Self Sufficiency Program. The FSS Coordinator is responsible for planning, assigning and supervising work for employees assigned to the Family Self Sufficiency program. The work is performed under the general supervision of the Director of Asset Management.

Compliance Officer Responsibilities:
1. Plans, directs, implements and directs the Family Self-Sufficiency Program in accordance with regulations promulgated by the United States Department of Housing and Urban Development; 2. Supervises staff assigned to Family Self Sufficiency department. 3. Recruits and establishes eligibility of applicants for the Family Self-Sufficiency Program, by meeting individually or in groups; 4. Assesses service needs of program participants, and through case management assists participants in accessing appropriate public or private community agencies to obtain specialized types of assistance; 5. Contracts with community agencies for the provision of services for clients; 6. Prepares and maintains program materials, reports and records; 7. Develops ongoing action plan; 8. Reviews case records to update and monitor client needs; 9. Serves on special boards and committees serving the Authority residents needs and represents the Authority at workshops and training programs which require FSS participation and/or sponsorship. 10. Perform some administrative duties such as filing, photocopying, written correspondence, etc. as needed. 11. Completes and submits FSS addendum for MTCS transmission. 12. Publishes bimonthly newsletters for program participants. 13. Establishes and maintains computer databases for case management, program statistics, the FSS applicant list, and mailing lists. 14. Assists with funding solicitation and/or donations for program related activities. 15. Organizes and/or coordinates program workshops and social activities.. 16. Meets with BHA residents who are interested in participating in the FSS program; 17. Meets scheduled appointments and business meetings; 18. Assists with procurement of grant funding for resource development; 19. Researches and implements effective and efficient methods for case management and program operations; 20. Enhances job skills and knowledge with relevant training; Plan, schedule and assign work to employees supervised on a consistent basis. 22. Manages timely correspondence and reports; 23. Follows program guidelines and procedures to ensure compliance with applicable rules and regulations; 24. Maintains professional, courteous and respectful relationships with program residents, community housing organizations, Federal Housing and Urban Development representatives, and the public. 25. Attend meetings and appropriate job trainings as required or assigned by supervisor. Perform duties consistent with agency/program policies and procedures. Execute duties to reflect reasonable safety standards. Universal precautions must be utilized and training obtained in areas that constitute risk. Perform other work-related duties as required or as assigned by supervisor/designee.
Qualifications:
- Graduation from an accredited college or university with a Bachelor's Degree in psychology, sociology, social services, human services, education or related field and one year of full-time paid experience in human services involving direct services to clientele; or
- Graduation from an accredited two year college or university with an associate's Degree in psychology, sociology, social services, human services, education or related field and five years of full-time paid experience working in human services involving direct services to clientele; or
- Graduation from high school or possession of a high school equivalency diploma and ten years of full-time paid experience working in human services involving direct services to clientele; or
- An equivalent combination of training and experience as defined by the limits of (A), (B) or (C).
- Familiarity and experience with grant administration, bid laws, and the procurement process desired.
- Excellent communication skills, both written and verbal, and ability to interact with others in a professional manner.
- Demonstrated ability to maintain records and documentation in an organized manner.
- Demonstrated ability to plan, organize and schedule multiple tasks; and, to meet deadlines.
- Demonstrated ability to balance working with minimum oversight and taking direction from supervisor or designee.
- Demonstrated ability to assist low income adults to reach their educational, professional and personal goals with understanding and sensitivity.
- Bilingual language skills preferred.
