Job Description

POSITION SUMMARY/OVERVIEW
: The Pittsfield Housing Authority is seeking a full-time Federal Program Specialist to assist Public Housing Management in the task of recertification and income changes for the Federal Developments.
RESPONSIBILITES
:
  • Reviews applications, eligibility, documentation and certification of residents for occupancy, the computation of rent and bedroom size for assisted housing in accordance with ACOP (Admissions and Continued Occupancy Plan), lease and HUD rules. Travels on-site to units with applicants ready to confirm occupancy.
  • Composes and prepares correspondence, maintains accurate program records and databases, prepares paper and computer-generated forms, records and reports.
  • Maintains confidential resident files according to HUD and Fair Housing guidelines.
  • Analyzes trends in occupancy, waitlist activity, household income and program utilization.
  • Performs annual recertifications and interim changes of income.
  • Attends appropriate staff training and meetings.
  • May be required to perform other similar clerical/administrative duties, including assisting other PHA departments.
  • Identifies and connects residents with programs, services and opportunities that meet their individual or household needs.
  • Maintains all required data, documentation and reporting in accordance with PHA and federal guidelines.
  • Provides outreach, follow-up, and advocacy for residents as needed.
  • Maintains a referral list of groups or agencies capable of rendering assistance to tenants.
  • Responds to urgent resident needs (wellness checks, mental health concerns, unsafe conditions).
QUALIFICATIONS REQUIRED/KNOWLEDGE, SKILLS & ABILITY
:
  • Must be able to communicate with confidence, patience and concern.
  • Must possess excellent written and verbal communication skills.
  • Must be able to start and complete all assigned work on time and within budget.
  • Must be able to work independently.
  • Must be able to proficiently operate a computer, Microsoft Word, Outlook and Excel Software applications.
  • Knowledge of crisis intervention, mediation and conflict resolution skills is desirable.
GENERAL EXPERIENCE
:
Education:
Associate's Degree, Bachelor's Degree preferred: Experience in Social Services or Housing related fields. Work experience may be substituted for education. Applicant should possess knowledge of the aging network, aging process and intervention techniques. Valid Driver's License required.
