Job Description
TITLE OF POSITION
Program Manager- Youth (Bay, Gratiot, Isabella, Midland, Saginaw)
MINIMUM QUALIFICATIONS
- Bachelor's Degree in a human service field required
- Minimum of three years of experience working in Michigan Works! Programs
- Able to work with diverse populations
- Proven record of excellent customer service
- Able to handle difficult customers and complaints
- Able to project a positive public image
- Demonstrate good communication and organizational skills
- Proficiency in public speaking
- Experience with Office/TEAMS, ZOOM, Edmentum, DocuSign, Internet, Email
- Team player
PREFERRED QUALIFICATIONS
- Knowledge of Workforce Investment Act In and Out of School Youth Programs
- Knowledge of Great Lakes Bay Region
DIRECTLY RESPONSIBLE TO
Programs Director and Youth Senior Program ManagerDUTIES AND RESPONSIBILITIES
- Knowledge of State and Local Policies in regards to the youth programs listed above and other grants as made available
Meetings:
Report to all meetings as assigned including: Contractor Coordinator Meetings, Goal4It Leadership Meetings, Staff Meetings, Building Meetings, Youth Program Meetings, Local Meetings as assigned- Assists Senior Program Maanager is overseeing youth operations in all five counties (Bay, Gratiot, Isabella, Midland, Saginaw). Spend 3 days per week at the Saginaw Michigan Works office and 2 days per week at the Bay City office.
- Assist Senior Program Manager with monitoring youth program performance and ensuring compliance
- Assist Senior Program Manager and Program Director with staff supervision.
- Assist Senior Program Manager with monitoring & compliance
- monitor 10% of files per person/per program or a minimum of 10 per person/per program every GLBMW program year. Administer findings to staff person, Senior Program Manager and Program Director and assign corrective action if needed. Assist Senior Program Manager with all external monitoring
- retrieve files and work with external monitor as required. Monitor a minimum of 1 orientation per office and 1 EWS workshop each GLBMW program year.
Reporting:
Report caseloads, enrollment and exits by career coach and by program to Program Director on a monthly basis.Success Stories:
collect and edit staff youth success stories, a minimum of one per program per quarter. Success stories are due to Program Director by April 10th, July 10th, October 10th, January 10th.Time Allocations/Mileage:
Collect and review time allocations and mileage for staff.- Fill in for Youth Senior Program Manager if needed
- Work cooperatively with GLBMW Administration and provide information as requested in a timely manner.
- Assist Senior Program Manager with processing expenditures: review and approve all youth staff/participant expenditures. Process paperwork to the business office.
- Assist Senior Program Manager with training new staff.

It:
Ensure Goal4It is being used by all staff when case managing participants. Assist Senior Program Manager with facilitating bi-weekly Goal4It individual meetings with each GIRESD Michigan Works youth staff person in each office.- JMG•Assist Senior Program Manager with overseeing JMG program requirements including data entry, meetings and other requirements•Other duties as assigned
