Job Summary The Service Agreement and Screening Document Specialist or Representative works within the Service Agreement and Screening Document (SASD) Support team in the Aging and Disability Services Administration (ADSA) / Disability Services Division (DSD) providing technical assistance and operational support for the Medicaid Management Information System (MMIS) for aging and disability programs.

Responsibilities include:

Provide on-line system problem resolution for homecare and waiver program policy and DHS partners providing ongoing health care services to Minnesotans in various health programs Apply established federal and state statutes, rules, policies, procedures, manuals, and program requirements to specific questions and issues involving MMIS screening documents, waiver agreements, service agreements, billing, appeals, MMIS edits, and related system functions Review information, identifies errors or discrepancies, assists users in resolving problems, and refers issues requiring policy interpretation, policy development, or system changes to appropriate staff Programs include but are not limited to the Home and Community-Based Services (HCBS) Waiver Programs, Brain Injury (BI), Community Alternative Care (CAC), Community Access for Disability Inclusion (CADI), Developmental Disabilities (DD), Elderly Waiver (EW), Alternative Care (AC), Essential Community Supports (ECS), Moving Home Minnesota (MHM), State Plan Home Care services, Personal Care Assistance (PCA) services and Community First Services and Supports (CFSS). Qualifications Minimum Qualifications HSP Spec 2 Applicants may qualify for this level through one of two experience pathways Three (3) years experience using MMIS, including associated understanding of applicable human services policies, procedures, processes, and programs OR One (1) year experience providing technical assistance and problem resolution related to MMIS functions, including the application of federal /state laws, rules, policies, and procedures on specific program and MMIS issues.

Experience must demonstrate the following:

Experience working with Minnesota Medical Assistance programs, federal or state Medical Assistance waivers, screening documents, service agreements, or related human services programs Experience providing technical assistance or operational support to internal or external customers regarding established processes, procedures, systems, or program requirements Experience reviewing information from multiple sources, analyzing discrepancies, and resolving program, operational, and system issues HSP Rep 1 Two (2) years of advanced experience troubleshooting and resolving escalated MMIS issues related to Medicaid programs including a variety of the following: Home and Community-Based Services (HCBS) Waiver Programs, Brain Injury (BI), Community Alternative Care (CAC), Community Access for Disability Inclusion (CADI), Developmental Disabilities (DD), Elderly Waiver (EW), Alternative Care (AC), Essential Community Supports (ECS), Moving Home Minnesota (MHM), State Plan Home Care services, Personal Care Assistance (PCA) services and Community First Services and Supports (CFSS).

Experience must demonstrate the following:

Researching, advising on, and resolving MMIS exception codes for MMIS users. Resolving complex technical assistance needs for MMIS users related to screening documents, waiver agreements, service agreements, billing, appeals, and MMIS edits. Experience with Minnesota's Medical Assistance program, federal/state MA waivers, county waiver budget allocation system, county contracting, client assessment tools, screening documents, and service agreements Researching, analyzing, and interpreting statutes, rules, policies, or agreements and applying requirements to program or operational issues Thorough understanding of legislation, rules and operational management of DSD programs, services and operating agreements, and the principles of planning and development for income maintenance programs Preferred Qualifications Demonstrate analytical skills sufficient to understand the application of established policies and their impact on specific program and MMIS issues Communicate effectively with customers using a variety of listening, questioning, and explaining to obtain or impart information, ensure open communication, and foster a customer-focused environment Demonstrate strong human relations skills; communicate clearly and professionally with a variety of individuals/groups, in person and in writing (e.g., rules/policies, technical, narrative, non-narrative documents) in a manner consistent with audience understanding Variety of experiences working effectively with others from different backgrounds and cultures Additional Requirements To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
