A Program Officer oversees the development of an organization's programs. This may includes staff development, project management, implementation and daily management of activities. May also oversee funds and budgets.
Pulaski County Group Home is a 501(c)(3) nonprofit organization providing group home, Individualized Supported Living (ISL), and out-of-home respite services for adults with developmental disabilities. PCGH operates facilities across multiple locations in the Pulaski County area, including the Group Home in Crocker, Respite facility in Richland, and ISL programs in St. Robert and Waynesville. Services are funded through Missouri Department of Mental Health (DMH) contracts under the Comprehensive and Community Support Medicaid waivers.
Position Summary:
The Executive Director is the chief administrative officer of Pulaski County Group Home, responsible for the overall leadership, operation, and integrity of the organization and all of its programs. The Executive Director reports directly to the PCGH Board of Directors and is accountable for ensuring that all services are delivered in compliance with contractual obligations, Missouri DMH regulations, and applicable federal, state, and local laws. This position requires sufficient education, experience, and training to meet the qualifications of Program Manager as set forth by the Missouri Department of Mental Health, as well as a working knowledge of sound business practices, applicable labor laws, and Generally Accepted Accounting Principles.
Minimum Qualifications:
Bachelor's degree in human services, social work, business administration, or a related field required; relevant experience may be substituted for the bachelor's degree at the discretion of the Board of Directors Must meet the qualifications of Program Manager as set forth by the Missouri Department of Mental Health Minimum of one (1) year of experience working with individuals with developmental disabilities required Must possess or obtain a valid Missouri Class E (Chauffeur's) driver's license Must be able to pass a background screening in accordance with Missouri DMH requirements Working knowledge of sound business practices, applicable labor laws, and Generally Accepted Accounting Principles required
Required Training and Certifications:
Current CPR and First Aid certification required; must be maintained throughout employment Completion of Missouri DMH-approved training in behavioral supports, such as Tools of Choice or equivalent, required Ability to obtain and maintain Level One Medication Aide (L1MA) certification. Must complete and maintain all additional training required by the organization and Missouri DMH within established timeframes Required Competency and Skills Comprehensive knowledge of Missouri DMH regulations, waiver programs, and licensing standards applicable to residential and community-based services for adults with developmental disabilities Strong leadership and organizational management skills with the ability to guide a multi-site, multi-program nonprofit organization Sound financial management skills including budgeting, financial oversight, and familiarity with Generally Accepted Accounting Principles Ability to interpret and apply applicable federal, state, and local laws and regulations in an organizational context Effective written and verbal communication skills, including the ability to present clearly to the Board of Directors, staff, families, and external stakeholders Demonstrated ability to make sound, ethical decisions under pressure and in complex situations Maintain a high standard of professional conduct at all times, serving as a role model for the entire organization in attitude, appearance, communication, and adherence to organizational values Demonstrated commitment to the mission, values, and long-term sustainability of Pulaski County Group Home This job description is not intended to be all-inclusive, and employees will also perform other reasonable related job duties as assigned.
