THE OPPORTUNITY MHA
is seeking a detail-oriented and service-driven Program Specialist to support the administration of our HUD-assisted housing programs. This role is ideal for someone who is passionate about helping others, thrives in a fast-paced environment, and enjoys balancing technical compliance with meaningful customer interaction. As a key member of the team, you will work directly with applicants, participants, and landlords—guiding them through program requirements, ensuring compliance with federal regulations, and helping families access stable housing. You'll play an important role in maintaining program integrity while delivering a positive and supportive experience for the community we serve. What You'll Do Support Applicants & Determine Eligibility Review and process program applications with accuracy and care Verify eligibility (income, household composition, background checks) in accordance with HUD guidelines Conduct applicant interviews and clearly explain program requirements, rights, and responsibilities Manage Vouchers & Participant Records Issue Housing Choice Vouchers and lead participant briefings Perform annual recertifications to ensure continued eligibility Maintain accurate, up-to-date participant records to support compliance and audits Ensure Property & Program Compliance Coordinate inspections to confirm properties meet HUD standards Partner with landlords and tenants to resolve deficiencies in a timely manner Maintain thorough documentation to ensure regulatory compliance Maintain Compliance & Reporting Ensure adherence to HUD regulations, Fair Housing laws, and internal policies Assist with reporting on occupancy, voucher utilization, and program performance Collaborate with internal and external partners to maintain program accountability Deliver Excellent Customer Service Serve as a trusted point of contact for participants and landlords Respond to inquiries, resolve concerns, and provide clear guidance Manage caseloads and support participants throughout program participation Data & Documentation Management Maintain accurate and confidential participant files Perform data entry, system audits, and quality control checks Collaborate & Grow Work cross-functionally with inspection, finance, and compliance teams Participate in training and professional development to stay current on regulationsWHAT YOU'LL BRING SKILLS & STRENGTHS
Strong attention to detail and organizational skills Ability to interpret and apply complex regulations Excellent communication and customer service skills Strong time management and ability to prioritize competing tasks Sound judgment and professionalism in sensitive situations Proficiency in Microsoft Office and database systems Ability to adapt to changing policies and program requirementsREQUIRED QUALIFICATIONS
Bachelor's degree in Business, Public Administration, or a related field OR High school diploma/GED with 2+ years of relevant experience (housing, social services, compliance, property management, or customer service) Valid Montana Driver's License (or ability to obtain) Reliable transportation Strong computer skills, including a typing speed of at least 50 WPMPREFERRED QUALIFICATIONS
Experience working directly with the public in a service-oriented role Experience with housing programs, compliance, or government regulations Experience handling confidential information with discretion Familiarity with housing management software (e.g., Yardi or similar systems) Bilingual skills are a plusPREFERRED KNOWLEDGE

$43,680-$54,080 ($21-26/hr) DOE The listed salary range reflects a starting point for this position. Final compensation will be determined based on experience, skills, and overall fit, with opportunities for growth over time.Health, Dental & Vision Insurance:
