The Direct Payments Coordinator will:
Assist in the development and implementation of the Health Care Authority (HCA) and Medical Assistance Division (MAD) State Directed Payment (SDP) pre-prints and corresponding HCA Letters of Direction; Collaborate and coordinate information, timelines, and expectations with other bureaus, agencies, data intermediaries, and stakeholders for HCA/MAD state directed payment pre-prints; Utilize project management skills and concise communication and understanding of each HCA/MAD SDP, including the SDP payment methodologies, eCFR, and expectations under the Centers for Medicare and Medicaid Services (CMS) Final Rule and H.R .1 Sections 71115, 71116, and 71117 for SDPs. How does it get done? The Direct Payments Coordinator is responsible for: Developing and maintaining internal tracking and reporting tools for HCA/MAD state directed payments, TC MCO Contract updates related to SDPs, and Letters of Direction; Stakeholder Engagement and Advisory Services; Participating in weekly calls with the agency's external actuaries, Executive Leadership, TC MCOs, CMS (as needed), and participating and or leading SDP Workgroups; Program planning, budgeting, and strategic alignment; Understanding, interpreting, and implementing rules, statutes, and directives for HCA/MAD state directed payments; Communicating and coordinating with internal staff, external stakeholders, hospitals, nursing facilities, emergency ground ambulance services providers, and primary care providers; Setting up and maintaining Excel spreadsheets and Access databases; Developing and maintaining PowerPoint slides for program updates to stakeholders and Executive Leadership; Attention to detail, well-spoken, organizational expertise, accountability, and a proactive approach to managing multiple deliverables and meeting deadlines. Who are the customers? Internal and External Stakeholders throughout Healthcare Authority (HCA), Medical Assistance Division (MAD), Centers for Medicare and Medicaid Services (CMS), Federal Partners, State Legislature, Office of Secretary and all New Mexicans. Ideal Candidate Internal and External Stakeholders throughout Healthcare Authority (HCA), Medical Assistance Division (MAD), Centers for Medicare and Medicaid Services (CMS), Federal Partners, State Legislature, Office of Secretary and all New Mexicans. Minimum Qualification Associate degree in Business Administration, Healthcare Administration, Statistics, Finance, or a related field and two (2) years of experience with a public assistance program, medical, healthcare, educational, or state facility working with policies and procedures, conducting analysis/research, providing or requesting information from the general public, working with communities, working on health or social service related matters, social work/case management, behavioral health, and/or health care. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid driver's license. Must obtain a Defensive driving certification. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage with extended periods of sitting.
