Summary Under the direct supervision of the CCAP Manager, the Child Care Assistance Program Specialist is responsible for assisting families and child care programs with all aspects of the child care assistance program and management of a child care assistance caseload. Ensure compliance with the agency's partnerships, contractual and funding requirements. Education and/or Experience Degree in Human Services, Early Childhood, or affiliated degree preferred or five years relevant experience. Training and experience with data entry and case management. Experience and knowledge of the NYS Child Care Assistance Program system preferred. Essential Duties and Responsibilities (include but are not limited to the following) Child Care Assistance Program (CCAP)
- Respond to inquiries from parents regarding the requirements for the CCAP program.
- Send application packets to parents and meet with them on an as needed basis to assist them in understanding the paperwork process and CCAP program.
- Follow up on application packets with families in accordance with DSS requirements and ensure all documentation is on file.
- Process cases in county systems per DSS requirements.
- Follow up on applications once approved/denied by LDSS day care unit in accordance with DSS requirements.
- Provide re-certification notices in accordance with DSS requirements.
- Refer families for referrals if they have not secured child care.
- Assist child care programs with questions/concerns regarding the case status or following of requirements of eligible families.
- Calculate bills in CCTA and track absent data for programs eligible for claiming absences.
- Red flag any cases with unusual billing and refer to supervisor.
- Serve as back up for CCAP billing.
- Keep abreast of regulations governing the CCAP program, attend required training and provide technical assistance to staff, families and child care programs.
- Develop and Present Informational Trainings and other assigned trainings relevant to the CCAP. General Duties
- Perform other duties as required and authorized by supervisor and /or ED.
- Maintain working knowledge of and adhere to New York State Regulations; written plans and policies; and the Council's Policies and Procedures; contractual requirements.
- Actively participate on assigned committees.
- Maintain current certifications and acquire appropriate certifications pertinent to roles and responsibilities of an individual in this position.
- Prepare Newsletter and develop newsletter articles as assigned.
- Attend other community/business events/meetings, as assigned by the Director.
- Participate in state, national and local childcare advocacy efforts, as assigned by the Director.
- Prepare and participate in all required program audits, reviews, and Federal Monitoring.
- Implement strength-based strategies necessary for effective integrated services.
- Implement strength-based strategies that support trauma informed and responsiveness initiatives.
- Implement strength-based strategies that support inclusion, and equity initiatives.
- Implement strength-based strategies that support workforce morale and well-being.
- Implement effective coordinated communication strategies to ensure the workforce remains well informed of new initiatives, updates, or changes.
- Perform other duties as required and authorized by supervisor/Director
- Demonstrate professionalism, competence, and expertise when representing the agency in the community. Meet with supervisor on a regular basis. Comply with all computer usage policies, confidentiality policies and other agency policies.
- Assist with preparation and participate in community events, relevant community partnership meetings or community meetings as assigned.
- Attend all required training and community training/meetings as assigned or self - initiated with supervisor's approval.
- Adhere and comply with the New York State approved Standard of Excellence and any other required Standards
- Demonstrate professionalism, competence, and expertise when representing the agency in the community.
- Work with Managers to enter data, retrieve reports, and file information as needed.
- Update and maintain social media platforms.
- Cover reception when needed.

The typical work environment is a typical office environment with a normally quiet to moderate noise level. This job requires an occasional evening meetings/trainings and program visits. The standards for safety and cleanliness in program environments can vary. This job requires occasional travel to locations throughout Chemung County and New York State. Must have a valid driver's license and own vehicle for program site visits/external meetings and must be able to travel within the county and state and work weekends/evenings when needed. - Experience and knowledge of the NYS Child Care Assistance Program system preferred.
- Experience in conducting interviews for services and managing a caseload preferred.
- Good organizational skills and ability to manage multiple tasks.
- Pleasant, courteous and ability to work cooperatively with others.
- Respectful of differing attitudes, values and opinions.
- Working knowledge of computers and ability to learn new software programs and use windows-based programs.
- Well versed in accounting practices.
This position is 35 hours per week. Days include Monday-Friday with required Saturdays/Sundays when necessary. The Executive Director may approve up to 40 hours a week based on necessary deadlines. Compensation ; $20.00- $22.00 depending on qualifications.
