$46,876.06-$58,595.07 Help homeowners stay safe in their homes and connect Mansfield residents with the federal housing resources they rely on. The Rehabilitation Officer supports the City's home rehabilitation, fair housing, and community development programs — working directly with residents, contractors, and program partners to keep projects on track and in compliance with federal requirements. This is hands-on work with real impact on Mansfield neighborhoods.
GENERAL STATEMENT OF DUTIES
Under supervision, coordinates assigned housing and community development programs and assists in the City's Home Rehabilitation and Loan Program. Assists with fair housing inquiries and complaints, program reporting, and sub-recipient agreements and compliance for Community Development Block Grant (CDBG) and HOME-funded activities. Performs related duties as assigned and assists in various community activities and meetings.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of (1) public relations, (2) housing construction and repair, (3) government structure and processes, (4) safety practices, (5) fair housing laws and requirements, and (6) federal grant reporting and compliance requirements (CDBG/HOME); ability to (7) deal with a large number of variables and determine a specific course of action, (8) prepare and present oral or written reports, and (9) prepare complex forms and documents related to projects, activities, and reporting requirements. Good physical condition.
ADDITIONAL REQUIREMENTS
Will need to provide proof of completion of a High School education. Applicable course work and/or experience related to community development, grant procedures, construction codes, and cost estimates; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

EXAMPLES OF WORK
(ILLUSTRATIVE ONLY) Plans, coordinates, promotes, provides assistance, and informational services for prospective home rehabilitation applicants. Researches and evaluates methods of providing the most economical, functional, and attractive way of correcting building deficiencies. Inspect projects to ensure contractor compliance with the United States Department of Housing and Urban Development (H.U.D.) regulations, contract specifications, and ordinances. Prepares legal notices, contracts, and bid openings; conducts title searches. Implements and maintains specific project files; prepares reports. Acts as liaison for information pertinent to projects among affected or interested parties (i.e., contractors, architects, property owners, City employees, the general public). Investigates complaints and takes appropriate action. Assists in the coordination of new and existing housing and community development programs. Completes Environmental Reviews and performs site inspections of ongoing activities or projects. Responds to and assists with fair housing inquiries and complaints, referring matters to the City's Fair Housing Officer as appropriate. Assists in preparing HUD-required reporting, including the Annual Action Plan, the Consolidated Annual Performance and Evaluation Report (CAPER), and other program reports. Prepares and processes sub-recipient agreements and ensures agreements are properly executed and maintained. Assists sub-recipients in understanding and meeting CDBG and HOME program requirements. Assists with monitoring of CDBG and HOME funded activities and sub-recipients for compliance with program and federal requirements. Performs related duties as assigned.
