Definition of Class The D&A Program Director reports directly to the Director of the Office of Drug and Alcohol Abuse, and in the Director's absence, is responsible for the operation of the D&A Office. The Program Director will have the following leadership duties: Duties & Responsibilities General practice and Agency management: Serves as the principle program assistant to the Director and will be responsible for work in one or more of the following areas: Develops relationship with the community at large for program coordination and development insights, including but not limited to County residents and professional stakeholders. Monitors and evaluates quality of prevention, intervention, treatment and service delivery systems. Assures quality improvement measures are taken to improve system deficiencies. Tracks, reviews and analyzes client admissions, units of service and other caseload data submitted by service providers to make data informed recommendations and decisions. Assesses overall service providers' performance against agreed upon goals and objectives under contract agreements with SCA and reports results to the Director. Provides technical assistance to service providers as needed. Conducts needs assessments; develops and writes plans, reports and grant applications as indicated by the Director. Identify, develop and implement single or ongoing training initiatives that are needed. Participate in managed care meetings specifically including quality improvement, and fraud, waste and abuse meetings. Assist the Director in representing the SCA at professional and public functions. Maintains working relationships with system partners, including the contracted behavioral health managed care organization. Responsible for oversite of the SCA's prevention activities, to include ensuring the following activities are completed in collaboration with the Prevention Program Specialist. Ensure delivery of all service requirements according to the DDAP Prevention Manual. Conduct biannual prevention needs risk assessment for Erie County. Responsible for the completion of Erie County's 5-year Prevention Plan. Monitor and assure quality of all prevention activities with contracted prevention providers. Submit quarterly and annual reports as required by DDAP. Conduct technical assistance with all prevention providers.
Personnel and staff development:
Supervises day-to-day operations of the case management units including the following tasks: Directly supervises, coordinates and approves work assignments of program Case Management Supervisors, Program Specialists, and Fiscal Tech. Continually evaluate performance of case management staff and prepare annual evaluation reports; Assures quality of level of care assessments; Assures quality of intensive case management services; Assures supervision skill development in delivering quality level of care assessments; Reviews and address complaints and/or grievances received; Facilitates administrative meetings to review status of annual goals and objectives; Conducts and attends case management staff meetings; Interviews with Supervisors for vacant positions and selects candidate to recommend for hire; Establish policies and procedures in compliance with applicable Federal, State and local regulations; Assure case management practices are in compliance with all regulations, bulletins and mandates, and that sound supervision is being provided on a regular basis to case management staff by their Supervisors; Develop and implement operational procedures; Ensure that Case Managers and contracted providers are using PA WITS appropriately; Communicates any regulatory, department or training updates to the case management staff; Oversees relationships with contracted providers and referral sources; Communicates regularly with the Office casework staff, to include regulatory and Office updates and trainings via staff meetings for the entire direct service staff; Develops and implements an in-service training plan for Office staff; Interviews and makes hiring recommendations for Office Casework Supervisors when appropriate; Assures actions are taken to support or correct staff performance issues, including Minimum Requirements Minimum of a Master's Degree in Medicine, Chemical Dependency, Psychology, Social Work Counseling, Nursing (with a Specialty in Nursing or Health Administration, Counseling Education or Clinical Specialty), or other Behavioral Sciences, Public or Business Administration with a Minimum of 2 years of Supervisory Experience in Direct Service in a Human Service Agency or a Minimum of a Bachelor's Degree in Chemical Dependency, Psychology, Social Work Counseling, Nursing (with a Specialty in Nursing or Health Administration, Counseling Education or Clinical Specialty), or other Behavioral Sciences, Public or Business Administration and a Minimum of 4 years of Experience Providing Direct Service in a Human Service Agency including a Minimum of 2 years Supervisory Experience or a Minimum of an Associate's Degree in Chemical Dependency, Psychology, Social Work Counseling, Nursing (with a Specialty in Nursing or Health Administration, Counseling Education or Clinical Specialty), or other Behavioral Sciences, Public or Business Administration and a Minimum of 6 years Experience Providing Direct Service in a Human Service Agency including a Minimum of 2 years Supervisory Experience Supervision Received Individual supervision by D&A Director on an ongoing basis and as needed.
