The Coverage Program Manager supports the day-to-day operations of Doctors Care's Connection to Coverage Program, supervising Enrollment Specialists and volunteer Health Coverage Guides while ensuring quality service delivery and program compliance. Working in partnership with the Outreach Specialist under the direction of the Health Policy and Coverage Program Director, this role is ideal for someone who is detail-oriented, organized, client-focused, and committed to delivering high-quality services to our community.
Pay:
Starts at $24.40 per hour Schedule Monday - Friday, 8:30am - 4:30pm Must be able to perform all responsibilities from home, and in office. This is a hybrid position, consisting of minimum 3 days in person and upon request. Must have secure private office space to perform all responsibilities in a HIPAA compliant environment. Primary Objective The Coverage Program aims to reduce the number of uninsured individuals and families in our community by: (1) raising awareness about health coverage options; (2) establishing strategic partnerships with community partners to reach the uninsured; and (3) providing enrollment and health insurance literacy services.
Core Responsibilities/Key Accountabilities Team Supervision and Operations:
60% Supervise Enrollment Specialists and volunteer Health Coverage Guides Manage coordination calls including client screening, scheduling, and incoming program inquiries, while remaining available to step in for walk-in appointments and escalate complex cases to Connect for Health Colorado as needed Conduct biweekly staff check-ins and regular documentation audits Support staff with complex cases, appeals, grievances, and complaints Monitor program alignment and maintain open communication with the Program Director regarding program needs and challenges Collaborate with the Outreach Specialist on Open Enrollment scheduling, Saturday pop-up events, and Friday late appointments
Program Coordination:
40% Manage the Coverage Program appointment calendar and ensure service targets are met Monitor the CTC email inbox and referral system, ensuring timely assignment and follow-up Identify clients with upcoming Medicaid renewals or pending eligibility documentation and coordinate outreach campaigns with Enrollment Specialists Maintain client paperwork, program schedules, and staff availability tracking Collaborate with the Outreach Specialist to review and resolve referral discrepancies Communicate program updates to the coverage team as directed by the Program Director Support quarterly grant reporting and compliance activities in coordination with the Program Director Metrics Regularly scheduled supervision with the Coverage Program Director Timely completion of documentation audits, referral management, and client follow-up Accurate and timely support of quarterly grant reporting requirements Consistent adherence to and execution of established program procedures and workflows as directed by the Program Director Team adherence to established program procedures and workflows Timely escalation of capacity concerns or implementation barriers to the Program Director Knowledge, Skills and Strengths Requirements Bilingual English/Spanish —required Working knowledge of health insurance programs including Medicaid, Connect for Health Colorado, Marketplace plans, and Colorado Connect HIPAA compliance knowledge — required Strong organizational and communication skills Ability to supervise staff and volunteers effectively Ability to work collaboratively with peers in a team leadership structure Receptive to direction and able to align team operations with organizational priorities Proficiency in MS Office Suite and Electronic Health Records Self-motivated with strong attention to detail Desired Education & Experience Associate degree and 1+ years of relevant experience required; Bachelor's degree preferred Experience in a community health or nonprofit setting preferred Health Coverage Guide certification required within onboarding period An equivalent combination of education and relevant work experience will be considered
