  • $95,147 annuallyCloses 05/26/2026The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill a Flexible Learning Options
  • Program Supervisor position.
This full-time permanent position is based in Olympia, Washington. This position may be eligible for partial to near full-time telework. Telework is a combination of in-building and off-site days. During your initial training period you will be required to be in the office 3 days per week. After you've completed your initial training, you may have the option to work from home on a flexible telework schedule. While we're happy to offer this balance of in-office connections and telework flexibility, this isn't a fully remote position. Position OverviewThis position will reside within the Pathway Preparation and Title Programs (PPTP) division at the Office of Superintendent of Public Instruction (OSPI) and reports to the Learning Options Director. The PPTP division is housed within OSPI under the Chief Education Officer. This position supports Flexible Learning Options (FLO) as part of the Learning Options department. Learning Options is a department within the Pathway Preparation and Title Programs Division, though the department and work will require collaboration with many other departments and divisions in the agency.

This position serves a critical role within OSPI as a key connector and leader within and outside of the agency. The Flexible Learning Options Program Supervisor develops, implements, and modifies continuous improvement processes with an emphasis on maximizing student outcomes in all FLO programs. As a member of the Learning Options team, this position leads program improvement efforts, both internally and externally, with special emphasis on reengagement programs. This position serves school districts, Educational Service Districts (ESDs), OSPI, program partners, and other partners by providing consistent leadership, reliable communication, performance feedback, and improvement planning expectations. The Flexible Learning Options Program Supervisor primary objectives are: Ensure FLO programs are aligned with statute, legislative intent, and agency policy by providing leadership on rulemaking, proposed legislation, funding models, and oversight on strategic implementation. Strengthen data accuracy, reporting, and accountability by improving guidance and tools, monitoring student transfers and performance outcomes, and developing systems that ensure FLO programs comply with laws, rules, and agency expectations. Provide clear statewide guidance and oversight for FLO programs through professional development, tiered program review systems, consistent communication, technical assistance, contract management, and improvement plans. Build and maintain strategic partnerships with state, national, and regional organizations to align FLO programs with research and best practices, represent OSPI interests, and support continuous improvement through collaborations with ESDs. Lead and support cross-agency initiatives, including reengagement efforts and special projects related to learning options, ensuring alignment with agency priorities and timely execution.

Key ResponsibilitiesThe primary duties of this position are in service to the state's flexible learning option programs including but not limited to Open Doors Reengagement, Alternative Learning, Home Based Instruction, and Online Learning. The priority of this position is to provide top-tier customer service to students, families, educators, and administrators by delivering timely, accurate, and consistent guidance and support so they can access, benefit from, and effectively lead and implement flexible learning options across Washington's K-12 education system.

Customer ServiceServe as a primary point of contact for students, families, educators, administrators, and partner agencies regarding flexible learning option () programs.

Provide timely, accurate, and consistent technical assistance by interpreting statutes, rules, and agency guidance and translating them into clear next steps for customers.

Respond to inquiries across multiple channels (e.g., email, phone, meetings) and track trends to identify recurring needs, gaps in guidance, and opportunities to improve customer experience.

Develop, maintain, and continuously improve customer-facing resources (FAQs, guidance documents, tools, and communications) to support access and successful implementation of FLO programs.

Partner with internal teams and external stakeholders to resolve complex or escalated issues, ensuring follow-through, documentation, and consistent application of policy.

Policy, Legislation, and Rule Consultation Consults on rule revision process and related regulations to ensure alignment with statute, policy intent, and program implementation needs. Consults on department policy analysis related to the proposed legislation and rulemaking impacting learning options.

Advises OSPI and agency leadership on statewide policy and strategic considerations for program implementation and monitoring. Consults on program funding models. Data, Performance Outcomes and Reporting Partners with supervisor and Data Analysis and Reporting staff to improve data guidance, develop reports and tools, and ensure accurate student learning performance outcome data. Monitors the Choice Transfer System for student transfers and provides guidance to ensure adherence with applicable laws and rules. Develops systems for monitoring the implementation of statewide programs to ensure adherence with statute, rule, and agency guidance.

Program Guidance, Program Review, and Communication Designs and delivers statewide professional development focused on the streamlining of monitoring requirements across flexible learning opportunities, including a tiered approach to program review (i.e. Self-assessment, on-site monitoring, etc.).Provides clear and consistent statewide communication to educators and key stakeholders regarding programs, guidance, and measurable expectations. Responds to requests for collaboration and technical consultation from learning partners and policy makers to support progress monitoring and review. Maintains an up-to-date list of performance outcomes by program. Maintain contracts and model interlocal agreements for programs. External Partnerships Collaborates with national and state non-traditional learning organizations to align programs with emerging research, trends, and best practices. Represents OSPI at regional, state, and national meetings and conferences to share expertise, gather input, and support statewide alignment of programs. Partner with Educational Service Districts to lead, support, and design implementation of continuous improvement systems.

Project Management and Operational Support This position will be consulted as a Lead in Reengagement conversations. Manages special projects related to Learning Options as assigned, ensuring timely completion and alignment with agency priorities.
Required Qualifications:
Bachelor's degree in education or related fieldThree or more years' experience working in K-12 public education as a teacher or other work involving learning standards, competencies, or educational program development.
NOTE:
A combination of education and experience totaling a minimum of 7 years will qualify. Experience working in data reporting including Excel and/or TableauExperience providing professional developmentKnowledge of learning standards, competencies, and/or educational program development. Washington StateDesired Qualifications:
Experience as a building administrator and/or a central office role within a school district. Experience working with youth reengagement programs and/or other alternative programs. Master's degree with emphasis in education, school counseling or educational leadership and policy.

Understanding of legislation and legislative process as it pertains to youth reengagement, online learning, alternative learning experience, and school choice.3 years project management experience.

Experience working with culturally and linguistically diverse parents and communities.

Training in cultural competency.

Experience working and collaborating with state, regional and local education agencies.

Experience developing guidance resources.

Experience presenting to audiences.

Experience using data to analyze and inform practice and policy.

Bilingual or multilingual preferred. CompensationThe annual compensation for the position is $80,870
  • $95,147 per year and depends upon experience, educational background and qualifications.
Geographic differentials may be applied based on work location of successful candidate.
